About the Role
This role provides strategic advisory and end-to-end stakeholder management support to the Upstream CEO and the company leadership, facilitating engagement across various internal, government, shareholder, partner, and international stakeholders. Responsibilities include formulating and executing stakeholder management strategies, executive engagements, strategic partnerships, as well as business-council agendas for Germany and Canada. You will play a critical role in advancing Upstream priorities, enhancing institutional relationships, and aiding informed executive decision-making by synthesizing complex information into actionable insights and recommendations.

Key Accountabilities

Job Specific Accountabilities

Strategic Stakeholder Management & Advisory

  • Formulate, implement, and periodically review the Upstream stakeholder management strategy, engagement framework, and stakeholder mapping in alignment with the company and UAE priorities.
  • Serve as a trusted advisor to the Upstream CEO and leadership on strategic stakeholder matters, government priorities, policy developments, advocacy positions, and relationship risks.
  • Act as a senior focal point for the company leadership, Group Companies, shareholders, concession partners, government entities, embassies, international partners, financial institutions, and other strategic counterparts.
  • Develop and maintain high-value relationships with priority stakeholders, ensuring coordinated engagement, continuity, and timely resolution of matters affecting Upstream objectives.
  • Monitor external developments and stakeholder interests, assess implications for Upstream priorities, and recommend proactive interventions.
  • Coordinate internal positions and narratives to ensure engagements are outcome-based, clearly articulated, and followed up appropriately.

Executive Engagements, Communications & Decision Support

  • Lead the preparation and quality assurance of executive briefing packs, talking points, meeting scripts, correspondence, stakeholder profiles, political and business intelligence, legislative analyses, decision notes, and post-engagement summaries.
  • Synthesize technical, operational, commercial, financial, and market information into concise, decision-ready submissions for senior leadership forums.
  • Plan and coordinate high-level meetings, state visits, and partner engagements, ensuring comprehensive agenda development and stakeholder alignment.
  • Capture, track, and drive the timely closure of decisions, commitments, and actions arising from executive engagements.
  • Ensure accuracy, consistency, and confidentiality of messages shared with stakeholders.

Business Councils & International Business Relations

  • Provide strategic oversight for assigned bilateral business councils, including managing membership, governance, and operational excellence.
  • Engage with council co-chairs, managing directors, and relevant teams to support effective governance and compliance.
  • Identify and facilitate G2G and B2B opportunities with international stakeholders and business council members.
  • Lead the development of council policies, operational arrangements, and service standards.
  • Represent the company and assign councils at various strategic platforms and forums, enhancing reputation and visibility through coordinated stakeholder engagement.

Portfolio Intelligence, Governance & Information Management

  • Manage collection, validation, and analysis of stakeholder and project information relevant to operations and strategic initiatives.
  • Coordinate with internal functions to align positions and maintain a coherent Upstream narrative.
  • Govern the quality and secure handling of stakeholder information and executive materials.

Events, Delegations & Reputation Management

  • Lead planning and participation of the Upstream CEO at leadership forums, townhalls, and major industry engagements.
  • Advise on stakeholder positioning and messaging for these major engagements.

Digital Enablement & Continuous Improvement

  • Utilize digital tools and AI-enabled workflows to enhance stakeholder intelligence, reporting, and process efficiency.
  • Implement solutions that improve quality and speed of stakeholder management processes.

Any Other Key Accountabilities

  • Support special projects and priority initiatives aligned with Upstream objectives.

  • Comply with relevant HSE policies, procedures, and guidelines in line with international best practices.

Reports

  • Prepare and provide regular inputs to management information and performance reports.

Communications & Working Relationships

Internal

  • Upstream leadership team, including executive and operational support functions including Strategic Relations Management, Finance, and more.

External

  • Government entities, diplomatic missions, business councils, shareholders, investors, industry associations, and third-party service providers.

Qualifications, Experience, Knowledge & Skills

Minimum Qualification

  • Bachelor’s Degree in Engineering, Business Administration, International Relations, Economics, Finance, or a related discipline; Master’s Degree or MBA preferred.

Minimum Experience & Knowledge & Skills

  • 7 years in strategic stakeholder management or related fields within the energy industry; experience engaging executive and governmental stakeholders.
  • Comprehensive understanding of oil and gas, geopolitical dynamics, corporate governance, and international relations.
  • Exceptional communication, writing, analytical, and influencing skills with the ability to manage complex information.
  • Proficient in digital tools related to productivity and information management.

Professional Certifications

  • Project Management or similar professional accreditation preferred.
