About the Role:
We are seeking an enthusiastic, motivated, and talented individual for the position of Primary COMSEC Manager and Alternate COMSEC Manager. The successful candidate will provide subject matter expertise to account for, maintain, issue, and destroy COMSEC Material and Equipment, ensuring secure interoperability between the United States and overseas entities. Managers will deliver both formal and informal training on the operation of prime equipment and systems to component personnel.

Essential Duties & Responsibilities:
- Manage the U.S. /FMS COMSEC account, performing duties related to receipt, custody, issuance/distribution, safeguarding, accounting, and destruction of classified and non-classified COMSEC Type 1 cryptographic devices and keying material (KEYMAT) as well as all associated equipment.
- Maintain up-to-date records and submit all required accounting reports while ensuring familiarity with the procedures for handling COMSEC material.
- Protect COMSEC material by limiting access to individuals with a valid need-to-know and clearance, while keeping informed of new requirements or modifications affecting the COMSEC Account.
- Receive and ensure the safeguarding and accounting of all COMSEC material issued to the COMSEC Account.
- Maintain accounting records as outlined in relevant security regulations and instructions.
- Conduct inventory semiannually and upon appointment of a new COMSEC Manager, reconciling inventories with the Central Office of Record (COR).
- Successfully pass an annual audit performed by the lead U.S. Combatant Command (COCOM) COMSEC Manager or a designated representative.
- Perform routine destruction of COMSEC material as required or as directed by the COR or Controlling Authority.
- Submit necessary reports regarding transfer, inventory, destruction, and possession of COMSEC material.
- Inspect protective technologies upon receipt and during each inventory, ensuring accuracy and completeness of all amendments to COMSEC publications.
- Ensure proper packaging and inspection of accountable COMSEC material shipped outside the account’s organization, and maintain awareness of the location of all accountable COMSEC material.
- Establish strict control procedures for all keying material during shifts or individual handovers, ensure availability for authorized personnel, and verify clearance for issuance.
- Perform semi-annual security audits and coordinate periodic inspections of units utilizing U.S. Government COMSEC material and equipment.
- Serve as a liaison between the U.S. /FMS COMSEC account, Coalition COMSEC accounts, and U.S. Government organizations.
Requirements:
- Minimum of two years of experience working abroad as a COMSEC Manager.
- Graduate of formal COMSEC training from an appropriate service (commonly two weeks) prior to assignment.
- Graduate of the National Security Agency (NSA) COMSEC course.
Security Requirements:
- Must possess an active Secret Clearance or higher.
- Must be a U.S. Citizen.
- Valid passport required.
- Must not have been convicted of a felony.
- Must be willing to submit to and pass a random drug screening.
Skills:
- Ability to develop, prepare, and deliver COMSEC training to Host Nation hand receipt/COMSEC responsible officers.
- Familiarity with Defense Messaging Systems (DMS) and troubleshooting of secure telephone systems (e.g., Secure Terminal Equipment (STE) and Sectèra vIPer Universal Secure Phone).
- Strong background in Electronic Keying Management Systems (EKMS), Key Management Infrastructure (KMI), and knowledge of COMSEC Managers Handheld PC software.
- Proficiency in downloading and transferring electronic keys using devices like the AN/PYQ-10A C (Simple Key Loader).
- Experience with COMSEC equipment such as KIV-77/KIV-78, secure voice modules, airborne radios, and tactical data links.
- Skills in conducting Over the Air Transmissions (OTAT) and background with Identify Friend or Foe (IFF) systems.
- Proficient in Microsoft Office applications, including Outlook, Excel, PowerPoint, and Word.
Physical Requirements:
This position requires employees to be willing and able to sit, bend, reach, stoop, squat, stand, and walk.
Communication:
Excellent customer service skills through phone and face-to-face communication, with strong written and oral command of English.
