Asset Lifecycle Planning Director

We are seeking an Asset Lifecycle Planning Director to establish a city-wide asset lifecycle planning framework that integrates condition, risk, cost, and performance data to shape lifecycle plans and renewal pipelines across portfolios. This role is crucial for ensuring that lifecycle decisions are unified under an ISO 55001-aligned Asset Management framework, enhancing the management of assets across the city while supporting the goals of Saudi Vision 2030 through the effective execution of large-scale infrastructure projects.

Key Responsibilities

1. Lifecycle Planning Framework, Principles and Policies

   • Establish the city-wide asset lifecycle planning framework, principles, policies, and governance for City Asset Management (AM), aligned to the AM Policy, AM Strategy, and ISO 55001 principles.
   • Define lifecycle planning standards balancing cost, risk, performance, service quality, safety, maintainability, resilience, and long-term asset value.
   • Develop renewal rules, intervention approaches, planning assumptions, and decision criteria for assets across portfolios and districts.
   • Set consistent requirements for lifecycle plans, asset management plans, renewal pipelines, budget inputs, and portfolio-level investment recommendations.
   • Ensure lifecycle planning reflects agreed asset ownership boundaries, cost structures, and links to capital and operating budget planning.
   • Align lifecycle planning with operational readiness, maintenance policies, and monitoring requirements.

2. Renewal Pipeline and Risk-Based Prioritization

   • Develop the city-wide lifecycle and renewal pipeline by integrating condition, risk, cost, performance, criticality, and maintenance data.
   • Prioritize assets coming into operation between 2026 and 2028, making renewal needs and lifecycle obligations visible before handover.
   • Create transparent, evidence-based rules for maintenance, refurbishment, or renewal decisions.

3. Intervention Thresholds and Maintenance Policy Integration

   • Define intervention thresholds, maintenance policies, inspection triggers, and asset-specific lifecycle requirements alongside asset leads.
   • Ensure lifecycle planning considers portfolio-specific asset behavior and operational constraints.
   • Challenge interventions where cost, risk, performance, or lifecycle value is not sufficiently supported.

4. SAP EAMS and Data Integration for Lifecycle Planning

   • Collaborate with the Enterprise AM Systems / SAP EAMS Director to ensure the AM platform supports lifecycle planning needs.
   • Define lifecycle data requirements for effective forecasting and decision-making.
   • Ensure dashboards provide outputs necessary for lifecycle forecasts and investment decisions.

5. Portfolio and Infrastructure Asset Integration

   • Lead lifecycle planning integration across asset portfolios, ensuring common standards while accommodating asset-class specific rules.
   • Coordinate with asset class leads to ensure assumptions reflect operational realities.
   • Provide a city-wide view of asset risk, performance, backlog, and lifecycle pressures to inform planning.

6. Lifecycle Costing, Budget Inputs and Investment Planning

   • Direct the Asset Lifecycle & Costing Senior Manager in developing lifecycle cost models and budget inputs.
   • Translate lifecycle plans into prioritized renewal programs and capital requirements.
   • Support capital and operational budgeting by identifying renewal needs, funding risks, and value optimization options.

7. Stakeholder Interface and Handover to Operations

   • Collaborate with City Operations and governance teams to embed lifecycle requirements into operational processes.
   • Ensure documentation of lifecycle planning methods and renewal pipelines during handover.
   • Provide expert input into readiness and handover processes affecting lifecycle decisions.

8. Continuous Improvement and Lifecycle Policy Development

   • Continuously improve lifecycle planning frameworks and methodologies using data and feedback loops.
   • Benchmark lifecycle planning against ISO 55001 principles and promote consistency with best practices.
   • Build lifecycle planning capabilities within the AM team through workshops and decision-support tools.

Education

• Bachelor's degree in Engineering, Asset Management, Operations Management, Business Administration, or related field.
• Master's degree in a relevant discipline is preferred.
• Professional certification in asset management or project management is desirable.

Experience

• Minimum 15 years of experience in asset management or lifecycle planning, including senior leadership roles.
• Proven experience developing lifecycle planning frameworks, policies, and analyses.
• Experience with enterprise asset management systems and translating data into actionable plans.
• Familiarity with public sector infrastructure or major projects is preferred.

Preferred Background

• Background in lifecycle asset management, infrastructure planning, or capital planning.
• Experience with ISO 55001-aligned systems and cross-functional integration.

Technical & Functional Expectations

• Proficient in lifecycle planning frameworks, risk-based prioritization, and data integration for decision-making.
• Expertise in SAP EAMS data requirements, reporting, and output generation.
