Key Responsibilities:

  • Provide senior programme leadership to shape and deliver the overall strategy, delivery model, and implementation roadmap.
  • Translate client objectives into clear programme outcomes, measurable KPIs, and integrated delivery plans across assets, enabling works, infrastructure, and operational readiness.
  • Establish a high-performance culture across delivery partners and internal teams, promoting accountability, pace, and continuous improvement.
  • Supervise day-to-day management of delivery partners, ensuring alignment to programme priorities, governance expectations, and delivery standards.
  • Oversee end-to-end execution of the programme, ensuring delivery outputs are consistent with client requirements and readiness deadlines.
  • Manage complex stakeholder interfaces, including client leadership, delivery partners, consultants, authorities, and third parties.
  • Direct structured engagement, proactively identifying stakeholder risks and turning constraints into deliverable actions.
  • Champion a strong safety-first culture, ensuring delivery partners operate in line with programme HSE requirements and relevant KSA regulations.

Requirements:

  • Degree qualified in engineering, construction management, project/programme management, or a related discipline (or equivalent professional experience).
  • Professional accreditation is preferred (e.g., PMP, MSP, PRINCE2, APM, RICS, CIOB, or similar).
  • Proven senior leadership experience delivering large, complex, multi-asset programmes.
  • Ability to lead senior stakeholders, make decisive recommendations, and drive outcomes in high-pressure, time-critical programmes.
  • Strong commercial awareness with experience supporting change control, commercial oversight, and performance improvement.
