About the Role
In this position, you will be responsible for leading business development efforts targeting REGA-registered developers and other buyers within Saudi Arabia. Your primary focus will be to establish and nurture relationships with key decision-makers in project management, construction, and procurement sectors across the country. This role requires a proactive approach to qualify potential opportunities and manage the pursuit from initial contact through to proposal handoff.
Responsibilities
- Own a target list of REGA-registered developers and other KSA buyers; prioritise opportunities based on active projects, suitability to Project Management Consultancy (PMC), and access to decision-makers.
- Develop relationships with delivery directors, project controls leads, development directors, and procurement contacts across Saudi Arabia.
- Qualify opportunities by assessing the scope, stage, budget signals, competition, and determining if the company can prime or should partner.
- Manage the pursuit process from the introduction to proposal handoff, including meeting notes, next actions, and providing a clear brief for the Bid / Proposal Manager.
- Prepare capability notes, meeting agendas, and follow-up communications as needed.
- Track the active pipeline weekly, monitoring the stage, owner, next steps, and eliminating any opportunities without a scheduled meeting in the last 14 days.
- Support partnership routes when the company is not in a position to prime yet.
- Provide market intelligence regarding who is awarding PMC contracts, typical fee structures, and competitor activities.
Requirements
- Minimum of 7 years of business development experience in Saudi Arabia, specifically within professional services (PMC, project management, cost, or engineering preferred).
- A robust existing network of developers, owners, and government entities across Saudi Arabia is essential, not limited to one city.
- Proven ability to open doors and create clear pursuit briefs that are actionable for the proposal team.
- Fluency in Arabic is required: must be able to speak and write in Arabic to facilitate discussions and correspondence with developers and clients. Proficiency in English is also necessary.
- Must be based in one of the advertised cities (Riyadh, Khobar / Dammam, or Jeddah) and be available for client meetings throughout the work week (Sunday-Thursday), with the flexibility to travel to other KSA cities as required.
