The candidate will be responsible, on behalf of the client, for reviewing the basic design, providing guidance, checking and ensuring Engineering Quality Design of Independent Engineering Firms that are carrying out the detailed engineering design of site preparation and site development. Responsibilities include ensuring the client technical requirements are met in the design and achieving optimum designs. The candidate may represent the client in technical meetings, Value Engineering analysis, and is expected to provide some limited technical support during the construction phase.

Project Overview
Jubail is one of the company's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. The company has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. The Management Services Contractor (MSC) serves as the management for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering firms and overseeing construction work by local contractors in Jubail and Ras Al-Khair Industrial Cities. As of June 2026, the company's contract with the Royal Commission was renewed for another 5 years, focusing on building new residential communities, iconic buildings/bridges, site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure, roads and highways, port and pipeline expansions, and more.

Major Responsibilities

  • Administration of contracts for site development prepared by A/Es.
  • Perform civil site engineering reviews and coordinate reviews by other disciplines and departments for site development packages.
  • Prepare design guidelines for neighborhood centers.
  • Review site development designs for compound and commercial lots developed by private investors.
  • Utilize computer codes to perform site development analysis and designs.
  • Review, update and prepare revisions to Guideline Specifications related to site development.

Education and Experience Requirements

  • Bachelor’s degree in civil engineering * and 2-5 years of experience or 6-9 years of relevant work experience in design related work on large industrial and infrastructure projects.
  • Some design experience is required in planning and site development including the design of roads, storm drainage, and other utilities.
  • Basic knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
  • Familiar with practices and procedures of International Design Codes and Standards.
  • Basic Knowledge of current computer applications for engineering and design, including CAD (both 2-D and 3-D), CAE, and relevant Standard Computer Applications to perform the work.
  • Basic knowledge in computer codes related to site development design.
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
  • Understanding of industry or regulatory codes and standards and design criteria pertinent to the engineering discipline.

Required Knowledge and Skills

  • Must be able to demonstrate excellent communication and interpersonal skills.
  • Ability to work in an integrated customer/company delivery team.
  • Skill in oral and written communication.
