CNS Manager

About the Role
The CNS Manager is responsible for the total upkeep and operational standards maintenance of ATC electronic systems in compliance with ICAO and GCAA regulations. This role involves project management and oversight of integration, interfacing, installation, implementation, commissioning, and operational handovers of projects. The CNS Manager ensures continuous procedure updates, staff certification, currency checks, training, and comprehensive department administration. Collaboration with the GCAA on operational status, procedural trends, upgrades, and equipment grading is also a crucial aspect of this position.

Key Responsibilities

• Maintain ATC electronic systems in operational status per ICAO and GCAA standards.
• Project manage the integration, installation, and operational handovers of CNS projects.
• Update procedures and maintain records relating to staff certification and training.
• Liaise with GCAA about operational status and trends.
• Support Engineering Department’s Health and Safety policies, ensuring manuals are managed effectively.

Functional Accountabilities

1. Financial

   • Manage operational and capital expense budgets for the department.
   • Demonstrate resourcefulness to achieve financial goals.

2. Process

   • Develop and enhance Engineering sections' and personnel capability for strategic growth.
   • Update the CNS exposition per department amendments.
   • Initiate GCAA’s CAAP 25 and CAAP 59 application processes for equipment adjustment.
   • Develop Management of Change (MOC) documents for CNS equipment changes.
   • Oversee GCAA e-services activities, ensuring compliance.
   • Review and authorize training manuals and modules for department staff.
   • Maintain service level agreements with ATS, updating CNS procedures and KPIs as necessary.
   • Conduct audits for CNS, ATS, Aerodrome, Meteorological, and third-party systems.
   • Organize inter-departmental engineering meetings for performance evaluation.

3. Customer and Reporting

   • Liaise with GCAA regarding incident reporting and coordination of audits/inspections.
   • Coordinate with TDRA for frequency regulations and licenses.
   • Interact with FANR for operational licensing and incident reporting.

Communication & Working Relationships

• Internal Stakeholders

  • ATC, AGL & Electromechanical, IT, MET, RFFS, Operations
  • Purpose: Maintenance tasks, troubleshooting, monitoring systems, and ensuring IT security.

• External Stakeholders

  • OEM Technical Support, ACC Engineering, ISP Support, Regulatory Authorities
  • Purpose: Maintenance follow-ups, ticketing for breakdowns, calibration/upgrade tasks, audits, and licensing renewals.

Qualifications, Experience & Skills

• Educational Qualifications
  • Internationally recognized degree in electronic engineering or higher diploma equivalent to three years of study.
• Professional Qualifications
  • Required in-depth knowledge of electronics theory and practice, including PC hardware, software applications, and various radar and communication systems.
• Experience
  • Minimum of 5 years’ experience in Navigational Aids, radar systems, communication systems, and operational aviation systems.

Safety Responsibilities
Employees are responsible for abiding by safety regulations outlined in the Aerodrome Operations Manual and Safety Management System. Responsibilities include reporting safety occurrences, complying with training, and supporting safety audits and investigations.
