ABOUT THE ROLE
The Commercial Director is responsible for coordinating with Project Management Consultants (PMCs) on executive commercial reporting and control, advising on commercial strategies, managing pre- and post-contract functions, and ensuring timely decisions are made to prevent schedule delays and cost overruns. This role reports directly to the Programme Director and plays a critical part in the management of the major infrastructure programme for a mixed-use development in Riyadh, which aims to become a global landmark.

MAIN RESPONSIBILITIES
- Develop, implement, and govern standard cost and commercial reporting formats for use by the PMCs.
- Maintain a comprehensive database of all Insurances, Guarantees, and Warranties.
- Coordinate with PMCs to compile and validate analytical commercial data.
- Manage executive risk reporting.
- Develop the Project Cost Report (PCR), Commercial Executive Report, and Cashflows within Unifier while ensuring integration with other platforms for consistent data.
- Review existing procurement guidelines for Bills of Quantities (BoQ) and tender documents, establishing standards for PMCs.
- Prepare programme-wide consolidated cost reports consistent with reporting requirements for various stakeholders including DevCo, BOD, Excom, Treasury, PIF, and HRH.
- Collate annual programme-wide budgets and prepare monthly cash flow reports for client review and approval.
- Prepare and develop cost benchmark reports across various parameters including Tender Price Index, Professional Fees, Construction Costs, and efficiency benchmarks.
- Issue cost benchmarking templates and required information to PMCs.
- Participate in the development and implementation of programme change control procedures.
- Prepare programme-wide project Cash Flow and cost reports, including trend analysis and change reporting.
- Review cost risks and opportunities.
- Ensure seamless reporting between Cost Breakdown Structure and Work Breakdown Structure.
- Prepare updates for changes to the Programme baseline budget.
- Support the Business Plan exercise.
- Provide portfolio-wide risk management services to support guidelines aligned with risk policies and frameworks.
- Consolidate PMC risk registers into programme-level and departmental registers for escalation and reporting.
- Assist the Client in developing commercial strategy.
- Lead and direct contracts, risk, and support service departments, ensuring timely production of all commercial deliverables by the organisation.
- Produce Commercial Reports throughout the project’s lifecycle.
EXPERIENCE, SKILLS AND KNOWLEDGE
- Bachelor’s degree in engineering or quantity surveying.
- Minimum 20 years post-graduation experience.
- MRICS, CIOB, or equivalent professional qualifications.
- Previous experience as a Commercial Director.
- In-depth knowledge of commercial aspects of major civil & infrastructure projects, particularly urban developments, roads, bridges, and utilities, along with significant experience in procurement and contract management.
- Experience managing direct reports and responsibility for teams larger than 20 people.
- Proficient in MS Office and knowledgeable in project management software.
- Membership in a recognized International Professional Body (e.g. MRICS).
- Familiarity with international contracting mechanisms including FIDIC and NEC.
- Fluency in English, both written and spoken.
