The Commercial Head is responsible for managing all activities related to securing contracts for maintenance activities within the Maintenance Department. This includes developing scopes of work, completing necessary documentation, defining prospective bidders, calling for tenders, awarding contracts, and authorizing contractors to commence work. The goal is to achieve world-class performance in the Maintenance Department while ensuring compliance with operational requirements.

Responsibilities
- Develop Scopes of Work (SOW), evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds.
- Manage the complete tendering and procurement process, including bidder selection, Instructions to Bidders (ITB), tender clarifications, commercial evaluation, negotiations, recommendations for award, and contract finalization.
- Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and contractual risk mitigation.
- Manage and coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out to ensure compliance with contractual and operational requirements.
- Ensure all maintenance contracts incorporate and comply with applicable HSSEQ, QA/QC, technical, commercial, and company governance/DOA requirements, maintaining appropriate documentation and audit trails.
- Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors to ensure timely, cost-effective, and successful execution of maintenance contracting activities.
Qualifications
- Bachelor’s degree.
- Minimum 10+ years’ experience in Contracting, with strong experience in Oil & Gas/Refinery Maintenance.
- Proven experience in maintenance contracting, subcontractor management, and procurement activities.
- Fluent in writing and reading English.
- Good knowledge of SAP system.
- Strong understanding of supervising and coordinating bidding processes for maintenance activities.
- Strong understanding of Contracts Administration, cost, and controlling budget.
- Good technical understanding of maintenance execution management.
- Good technical understanding of contractor and subcontractor management.
- Good technical understanding of People Management.
- Well organized and proactive.
