Responsibilities
- Possess in-depth knowledge of the Contract Scope of Work and familiarize with Client requirements and specifications.
- Assist in setting the strategy for executing commissioning activities and draft the Project Commissioning Execution Plan.
- Manage commissioning and start-up preparation home office activities, coordinating with all relevant project disciplines.
- Assess the scope of work related to commissioning, discuss resource requirements, and clearly define and plan for needs while anticipating constraints.
- Develop a detailed commissioning schedule covering all commissioning activities.
- Provide guidance to Commissioning Engineers to analyze scope per contract and ensure preparation of procedures for systematic and sequential pre-commissioning/commissioning/start-up of the plant.
- Analyze plant commissioning needs, assess requirements for special tools/temporary facilities/equipment for pre-commissioning and commissioning, prepare Equipment/Tools list and initiate procurement.
- Ensure the issuance of commissioning-related deliverables meets quality and timeline requirements for project execution.
- Conduct regular review meetings with clients on HSE conformance and commissioning progress and coordinate with vendors to resolve issues.
- Hand over the plant to clients in accordance with commissioning schedules and requirements.
- Set and monitor KPIs throughout the commissioning activities.
- Review test run procedures and operating manuals prepared by project process leaders.
- Discuss and secure approval from clients for Pre-Commissioning, Commissioning, and Operations procedures.
- Lead internal coordination meetings to ensure project progress aligns with the schedule.
- Provide necessary inputs for commissioning proposals during the tendering stage.
- Track and record contractual deviations by clients/sub-contractors for claims.
- Prepare an integrated schedule with construction activities to manage the transition period effectively.
- Monitor and communicate priority areas of work to the Construction team to facilitate smooth commissioning.
- Review and approve system/sub-system limits and turnover philosophy.
- Review reports generated by Commissioning Engineers, providing support and technical guidance as needed.
- Implement any changes related to the project commissioning scope of work.
- Ensure inter-discipline integration of activities for successful project execution.
- Prepare Completion Management Database for implementing the Progress Monitoring System.
- Report on work progress, flag any potential problems or delays, recommend solutions, and initiate corrective measures.
- Plan and monitor all vendor activities in alignment with the agreed budget and schedule.
- Handle additional assignments and duties as required by management.
- Ensure lessons learned are transferred back to the home office.
- Attend and provide input for P&ID reviews, HAZOP & HAZID reviews, spare parts orders, specialist services, and 3D model reviews.
- Lead subcontractors for the safe execution of Pre-Commissioning/Commissioning activities adhering to the schedule.
Qualifications
- Bachelor's Degree in Engineering in a relevant discipline, or equivalent.
- Minimum 12 years of relevant work experience in the Oil & Gas industry.
- Previous experience leading multi-discipline commissioning works is a MUST.
