Responsibilities
- In-depth knowledge of the Contract Scope Of Work and familiarization with Client requirements and specifications.
- Assist in setting the strategy for executing commissioning activities and draft the Project Commissioning Execution Plan.
- Manage commissioning and start-up preparation home office activities, coordinating with all project disciplines as needed.
- Assess the scope of work involved with commissioning, discuss resource requirements, and define clear needs and planning; anticipate possible constraints.
- Assist in developing a detailed commissioning schedule covering all commissioning activities.
- Provide guidance to Commissioning Engineers in analyzing the scope per contract, battery limits, and guarantees; ensure systematic preparation of procedures for pre-commissioning, commissioning, and plant start-up.
- Analyze the plant commissioning requirements for special tools, temporary facilities, and equipment needed for pre-commissioning and commissioning; prepare Equipment/Tools list and initiate procurement.
- Ensure the issuance of commissioning-related deliverables with the required quality and timelines for project execution.
- Hold regular review meetings with clients on issues such as HSE conformance and commissioning progress; meet with vendors to resolve problems.
- Handover the plant to the client per commissioning schedules and client requirements.
- Set KPIs for project commissioning activities and monitor performance; discuss and obtain approval for pre-commissioning, commissioning, and operations procedures from clients.
- Lead internal coordination meetings to ensure project progress aligns with the project schedule.
- Provide necessary inputs to commissioning proposals during the tendering stage.
- Track and record contractual deviations by clients/sub-contractors for claims.
- Prepare an integrated schedule with construction activities to manage the transition period.
- Constantly monitor and communicate priority areas of work to the construction team for smooth commissioning activities.
- Review and approve system/sub-system limits and turnover philosophy.
- Review reports from Commissioning Engineers, providing support and technical guidance as needed.
- Review and implement any changes to the Project commissioning scope of work.
- Ensure inter-discipline integration of activities for smooth project execution.
- Ensure Completion Management Database preparation to implement the Progress Monitoring System.
- Report clearly on work progress, flagging potential problems or delays, recommending solutions, and initiating corrective measures.
- Plan and monitor all vendor activities in line with agreed budgets and schedules.
- Deliver any other assignments and/or duties as required by hierarchy.
- Review test run procedures and operating manuals prepared by project process leaders.
- Ensure the transfer of lessons learned to the home office.
- Attend and provide input at P&ID reviews, HAZOP & HAZID reviews, spare parts orders, specialist services, and 3D model reviews.
- Lead subcontractors for the safe execution of pre-commissioning and commissioning activities in line with the schedule.
Qualifications
- Bachelor’s degree in Engineering.
- Minimum of 15 years of relevant experience in the oil and gas industry, with at least 5 years in leading commissioning works.
