About The Role
We are looking for a Compliance & Money Laundering Reporting Officer (CMLRO) in Saudi Arabia. This individual will build and manage compliance and Anti-Money Laundering (AML)/Counter-Terrorism Financing (CTF) capabilities for the company KSA and will be registered with the Capital Market Authority (CMA) as the company KSA’s Compliance Officer and MLRO.

What You'll Do

Compliance

  • Draft, implement and maintain the company KSA’s compliance policies and procedures, ensuring alignment with CMA rules as they evolve.
  • Review policies and procedures at least annually and after any regulatory change, obtaining Board approval.
  • Design, implement and maintain a risk-based compliance programme in accordance with Capital Market Institutions Regulations and other CMA rules.
  • Conduct compliance monitoring and surveillance reviews as per the annual compliance monitoring plan.
  • Train and guide the team on regulatory, policy, and procedural issues.
  • Act as the main point of contact for CMA inquiries, inspections, and requests for information.
  • Identify, log, and resolve compliance issues, complaints, and regulatory breaches.
  • Prepare and submit regulatory reports and notifications to the CMA in a timely manner.

MLRO

  • Own and oversee the company KSA’s AML/CTF policies and procedures in compliance with the Anti-Money Laundering Law and CMA’s AML/CTF Rules.
  • Oversee the KYC, customer risk-rating, and sanctions-screening framework.
  • Identify, investigate, and report suspicious transactions to the General Directorate of Financial Intelligence.
  • Provide AML/CTF training to staff.
  • Act on any relevant findings, recommendations, guidance, directives, sanctions, or notices received.

Board Reporting

  • Report on the firm’s compliance with applicable KYC and AML/CTF laws.
  • Assess the adequacy and quality of the firm’s AML/CTF policies, procedures, systems, and controls.
  • Address any relevant findings, recommendations, guidance, directives, resolutions, sanctions, or notices.

What You'll Need

Experience

  • 5+ years in compliance and/or AML within financial services, ideally in a CMA-licensed Capital Market Institution (preferably brokerage).
  • Prior experience as a CMA-registered Compliance Officer or MLRO is highly preferred.
  • Hands-on experience in writing and maintaining compliance and AML/CTF policies and procedures for a regulated financial institution.

CMA Qualifications and Registration

  • Passed CMA’s compliance and AML qualification route: CME-1B, CME-2A, and CME-2B, or have an exemption from the CMA.
  • Holders of previous-series qualification certificates for this function qualify without retaking the exams. All three exams must be passed prior to CMA registration.
  • Eligible for registration with the CMA as a Registered Person under Capital Market Institutions Regulations, meeting CMA's fit-and-proper criteria (skills, experience, competence, and integrity).
  • Able to operate independently from client-facing functions as required for the Compliance Officer under CMA rules.
  • Must be resident in the Kingdom of Saudi Arabia (a requirement for CMA Registered Persons) or willing to relocate.

Skills

  • In-depth knowledge of CMA regulations and Saudi AML/CTF laws, with the ability to evaluate their impact on the business.
  • Strong communication and project management skills, exhibiting a solid work ethic.
  • Exceptional attention to detail and discretion with confidential information.
  • Proficient with compliance management, screening, and transaction monitoring tools.
  • Fluent in English; proficiency in Arabic is strongly preferred.
