Construction Manager - ITS (Intelligent Transportation Systems)

About the Role
As an accomplished ITS Construction Manager, you will play a pivotal role in the successful delivery of complex, high-impact intelligent transportation systems projects. You will oversee multiple concurrent ITS construction and deployment projects from initiation through final handover. This includes planning, directing, and controlling all technical, operational, commercial, and administrative activities to ensure projects are delivered safely, efficiently, on schedule, within budget, and to the highest standards of quality. Your leadership will help shape the future of connected, innovative transportation infrastructure.

What You'll Be Doing:

• Lead the overall delivery of Intelligent Transportation Systems (ITS) programs, ensuring achievement of project objectives, milestones, budget, schedule, quality, and safety requirements.
• Provide strategic leadership and direction to Resident Engineers, Senior ITS Engineers, and multidisciplinary supervision teams across multiple contract packages.
• Coordinate between contractors, client representatives, service authorities, technology suppliers, and other stakeholders to ensure successful project execution and minimize interface conflicts.
• Establish and maintain effective communication channels among project teams, contractors, client organizations, and relevant authorities.
• Ensure consistent implementation of project management procedures, contract administration practices, quality assurance processes, and engineering standards across all project packages.
• Oversee the deployment, integration, testing, commissioning, and operational readiness of ITS solutions including traffic management systems, CCTV, vehicle detection systems, dynamic message signs, communication networks, and emerging smart mobility technologies.
• Review program performance, identify project risks and challenges, and implement proactive mitigation and recovery strategies to maintain project objectives.
• Lead high-level project meetings, technical reviews, progress assessments, and stakeholder coordination workshops.
• Direct commercial and contractual activities, including claims management, variation orders, dispute resolution, and contractor performance management.
• Ensure the successful integration of ITS systems with existing transportation infrastructure, traffic management centers, communications networks, and related smart city platforms.
• Prepare and present executive-level reports, project dashboards, and strategic recommendations to the Client and senior management.
• Build, mentor, and develop high-performing project teams while fostering a culture of safety, innovation, collaboration, and continuous improvement.

What Required Skills You'll Bring:

• Bachelor's degree in Civil Engineering, Electrical Engineering, Electronics Engineering, Telecommunications Engineering, Computer Engineering, Transportation Engineering, or a related engineering discipline.
• Minimum 20 years of overall professional experience in the planning, design, implementation, construction supervision, or program management of large-scale transportation and infrastructure projects.
• Minimum 10 years of experience in leadership roles managing Intelligent Transportation Systems (ITS), Smart Mobility, Traffic Management Systems, or similar technology-intensive transportation programs.
• Proven experience managing large multidisciplinary engineering and construction supervision teams.
• Demonstrated experience in the delivery of major ITS systems including traffic management centers, CCTV systems, vehicle detection systems, dynamic message signs, communications networks, and systems integration activities.
• Strong knowledge of ITS international standards, transportation technologies, systems integration methodologies, and operational concepts.
• Extensive experience in contract administration, project controls, risk management, stakeholder coordination, and commercial management.
• Excellent leadership, communication, presentation, negotiation, and client relationship management skills.
• Ability to manage multiple concurrent projects and complex stakeholder environments.
• Professional proficiency in written and spoken English. Arabic knowledge is a plus.

What Desired Skills You'll Bring:

• Master's degree in Engineering, Transportation Systems, Telecommunications, Information Technology, Business Administration, or a related field.
• Professional registration or certifications such as PMP, PE, CEng, or equivalent.
• Previous experience delivering ITS, Smart Mobility, Traffic Management Center (TMC), or Smart City programs within the GCC region.
• Experience working with road authorities and transportation agencies, particularly RTA, MOT, Ashghal, or similar government organizations.
• Strong background in advanced transportation technologies, connected and autonomous vehicle systems, AI-enabled transportation solutions, communications networks, and digital infrastructure.
• Experience overseeing complex system integration, testing, commissioning, and operational acceptance activities.
• Demonstrated success in managing large program portfolios and high-profile stakeholder relationships.
• Knowledge of asset management, performance management systems, and digital project delivery platforms.
• Arabic language capability is considered an advantage.
