About the Role
This role focuses on leading integrated planning and controls within a large-scale development environment, specifically across the company's portfolio. The successful candidate will manage the intersecting areas of implementation planning, data integrity, cross-functional dependency management, and strategic recommendations for executive management. By driving improvements in planning governance, establishing reliable data frameworks, and managing enterprise-wide integration, this position aims to optimize delivery outcomes and investment decisions.

Core Responsibilities
Integrated Planning and Controls

• Lead the integration of implementation plans, development strategies, phasing assumptions, and delivery requirements to create a coordinated, credible implementation planning environment across the company's portfolio.
• Evaluate and challenge development assumptions, implementation priorities, sequencing strategies, and readiness requirements, identifying risks, constraints, and opportunities influencing delivery outcomes and investment decisions.
• Provide strategic implementation-planning recommendations to Executive Management by assessing the impacts of phasing decisions, readiness constraints, and cross-development dependencies on approved business objectives.

Data Integrity and Performance Insight

• Establish and govern the implementation data framework, ensuring that development, asset, infrastructure, and phasing information is accurate, consistent, and suitable for executive decision-making.
• Drive continuous improvement in implementation data governance, reporting automation, and digital analytics capabilities to enhance planning efficiency, transparency, and portfolio visibility.
• Evaluate implementation trends, data quality, readiness indicators, and analytical outputs to identify systemic issues and improve confidence in implementation-planning decisions.

Cross-Functional Dependency Management

• Establish governance mechanisms for dependency identification, tracking, and resolution, ensuring transparent ownership, timely decision-making, and consistent management of cross-development risks.
• Lead enterprise-wide integration across districts, Business Units, and corporate functions to ensure alignment of implementation priorities and development sequencing objectives across the company's portfolio.

Specific Responsibilities
Company Implementation Plan Management

• Lead the development and continual enhancement of the company's Implementation Plan as the framework for development sequencing, infrastructure readiness, asset deployment, and activation planning across the company's portfolio.
• Consolidate district, asset-class, and enabling infrastructure implementation plans into a unified portfolio view that supports executive visibility, strategic decision-making, and delivery prioritization.
• Provide executive insights and recommendations by assessing the impacts of phasing decisions, readiness risks, and delivery dependencies on portfolio outcomes and investment priorities.
• Assess alternative implementation scenarios and portfolio sequencing options to support informed decision-making and long-term development objectives.

Implementation Planning and Governance

• Establish and govern the implementation planning framework, including policies, procedures, standards, methodologies, and governance requirements to ensure consistent practices across Development.
• Lead the governance process, including planning reviews, technical assurance activities, readiness assessments, and governance forums to ensure disciplined planning across districts and Business Units.
• Govern planning standards, data requirements, readiness criteria, and submission protocols, ensuring compliance with approved enterprise requirements and continuous improvement.

Business Unit and Cross-Functional Integration

• Lead integration across districts, Business Units, Development Management Offices, and corporate functions, ensuring alignment of implementation priorities and development sequencing strategies.
• Establish and govern integration processes that align district plans, asset deployment programs, and city-wide priorities into a coordinated implementation framework.
• Evaluate Business Unit implementation strategies and readiness assumptions to identify risks, conflicts, and opportunities that affect portfolio objectives.
• Lead strategic alignment reviews to resolve competing priorities impacting approved development objectives.
• Provide executive recommendations on implementation priorities and cross-functional trade-offs to support decision-making and portfolio optimization.

Development Data Register and Data Governance

• Lead governance and evolution of the Development Data Register as the authoritative source of information across the company's portfolio.
• Establish enterprise data-governance standards, validation protocols, and workflow controls to ensure accurate, consistent implementation data.
• Govern development master data structures to support planning, readiness assessments, and strategic decision-making.
• Integrate information from Business Units, districts, and corporate systems to establish a reliable source of data.
• Drive continuous improvement of data governance frameworks and automation capabilities to enhance data quality and operational efficiency.

Implementation Model, Data Modeling and Analytics

• Lead the development and enhancement of the company's Implementation Model as the platform for planning and portfolio analysis.
• Establish integrated data models and analytical methodologies connecting various aspects of development performance.
• Lead scenario planning and portfolio optimization analyses to evaluate development strategies and readiness pathways.
• Assess development constraints and risks to identify improvements in readiness and delivery outcomes.
• Provide executive decision support through advanced analytics and predictive insights for prioritizing development.
• Drive enhancements in analytical capabilities, automation tools, and performance management solutions.

Generic Responsibilities
Strategy and Planning

• Lead implementation of the Implementation department strategy, ensuring alignment with developmental objectives and continuous improvement in governance and integration.

Policies, Processes, and Procedures

• Establish and govern implementation planning and readiness management frameworks for effective application across Development.

Stakeholder Management

• Maintain strategic relationships with Executive Management and Development Business Units to support integrated planning and decision-making.

Change Management

• Enhance planning assessment and governance practices through innovative methodologies and digital transformation initiatives.

People Management

• Provide leadership and direction to the Implementation department, translating strategic objectives into actionable plans and developing high-performing teams.

Reports

• Establish and oversee the reporting framework, ensuring timely delivery of decision-ready reports and assessments supporting governance.

Additional Duties

Requirements

• Required: Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, Project Management, or a related field.
• Preferred: Master’s degree in Civil Engineering, Construction Management, Project Management, Business Analytics, Data Analytics, or a related field.
• Professional certifications or memberships with recognized project management or engineering institutes (e.g., PMP, PgMP, APM, AACE, CIOB) are preferred.
• Demonstrates fluency in written and verbal English; proficiency in Arabic preferred.
• Analyzes operational data to support decision-making and improve processes.
• Coordinates with internal stakeholders for effective activity execution and alignment.
• Manages team activities ensuring accuracy and quality in outputs.
• Applies advanced knowledge of planning, phasing, and dependency management in large-scale environments.
