About the Role The Director, Security Command & Integration provides strategic and operational leadership for the integration of security command, control, communications, intelligence, technology, incident coordination, and commercial delivery across security operations. The role is accountable for ensuring the District Security Operations Centre (DSOC) operates as the central hub for situational awareness, operational coordination, information management and escalation. Additionally, it ensures that security contracts and commercial arrangements deliver compliant, effective, and value-driven services aligned with operational demand. The role holder connects people, processes, technology, data, and contracted services into a single operating model that supports daily security operations, major events, emergencies, elevated security postures, and the transition from development to steady-state city operations. Security Strategy and Transformation - Own the development and periodic review of the long-term strategy, target operating model and capability roadmap, aligning command, integration, resilience, and service priorities with growth and the transition to steady-state city operations. - Define the future balance of employed, contracted and specialist capability, ensuring workforce structures and sourcing models remain scalable, resilient, commercially sustainable, and aligned with forecast operational demand. Security Command, Control & DSOC Operations - Define and maintain the integrated security command, control, and coordination model, including roles, decision rights, escalation routes, command levels, and interfaces with operational teams. - Provide executive oversight of the DSOC operating model, staffing, procedures, shift governance, briefings, logs, incident coordination, and operational reporting. - Ensure timely collection, validation, analysis, and dissemination of security information from personnel, systems, assets, contractors, and external stakeholders. - Direct integrated coordination for significant incidents, events, and elevated security postures, ensuring clear command, tasking, communication, and decision logging. Systems, Technology & Operational Integration - Lead the operational integration of CCTV, access control, alarms, communications, incident management, analytics, and other security technologies into DSOC workflows. - Establish readiness, maintenance, resilience, fallback, and recovery requirements for command-and-control technologies and communications. Incident, Crisis & Major Event Readiness - Maintain command structures, duty arrangements, contact protocols, incident rooms, and supporting documentation for routine and exceptional operations. - Coordinate the command, communications, reporting, and contractor interfaces required for major events, VIP/VVIP activity, and heightened security postures. - Plan and oversee table-top and live exercises that test DSOC, communications, escalation, continuity and cross-functional coordination. Contracts, Commercial & Supplier Governance - Establish and oversee governance for security contracts, including performance cadence, KPI/SLA assurance, change control, risk, compliance, and executive reporting. - Own the strategic commercial framework for outsourced security services, ensuring delivery models remain scalable, cost-effective, and aligned to future city operational requirements. - Direct performance reviews, non-conformance management, recovery plans, and escalation for persistent or high-risk supplier failure. Requirements - Bachelor’s Degree essential, Master’s Degree preferred. - Recognized qualification in Security Management, Risk Management, Emergency Management, Business, Operations Technology, or a related discipline. ASIS CPP, CSMP, or equivalent senior security certification preferred. - Formal senior-level training or evidenced professional competence in incident command, crisis management, or security command-and-control operations. - Demonstrable commercial and contract-management competence relevant to outsourced security services. - Valid driving license accepted for on-site driving in the Kingdom of Saudi Arabia. - Extensive leadership experience in security operations, command and control, security systems integration, incident management, or a closely related environment. - Proven accountability for an operational security control room, command centre, SOC/GSOC/DSOC, or comparable multi-system coordination environment. - Demonstrated experience leading or supporting command arrangements for serious incidents, major events, emergencies, and elevated threat conditions. - Strong operational understanding of CCTV, access control, alarms, communications, incident management platforms and system resilience. - Substantial experience governing complex outsourced security services, including KPIs, SLAs, change control, invoice assurance, claims, performance recovery and value-for-money challenge. - Experience designing, mobilising, and improving integrated operating models, procedures, governance, and management information. - Proven ability to advise executives, influence cross-functional leaders, and manage complex internal, contractor, and external stakeholder interfaces.
