Engineer Technician

About the Role:
The position involves performing drafting work that includes compiling and organizing engineering and drafting data, designing structures, recommending design changes, and preparing specifications and estimates. Additional responsibilities include surveying and updating GIS/GeoBase. This role supports the Air Force Contract Augmentation Program (AFCAP) and is located at Al Udeid Air Base, Doha, Qatar.

Essential Responsibilities:

• Create and print custom maps via Defense Area Printing Service (DAPS) or other Government-directed systems upon request. Save maps to Government IDMS or other required media.
• Provide engineering surveys for facility projects, construction layout, utility location, and disaster response (e.g., topography, boundary, construction, and route).
• Conduct in-field land surveys to collect geospatial data portraying the installation’s built and natural infrastructure to update utility, infrastructure, and facility MDSs.
• Create and maintain technical drawings, geospatial data, and maps.
• Provide engineering assistance and drafting support to customers, engineers, craftsmen, in-house projects and work tasks as requested.
• Establish and maintain a repository of technical reference material, plans, and specifications easily accessible to the workforce engaged in engineering, operations, and maintenance.
• Compile and organize project documentation, including cost estimates, plans, specifications, statements of work, bills of materials, time schedules, submittal registers, and A&E SOW as provided by the Government.
• Utilize GeoBase as the Air Force program for installation GIS, performing GIS and GeoBase activities IAW DoDI 8130.01 and related directives to meet civil engineering and mission requirements for facilities management.
• Comply with GeoBase Common Installation Picture (CIP), Mission Data Set (MDS), Mission Data Layers (MDL) control documents, and relevant specifications and reporting standards.
• Provide updated CIP maps to the COR annually or upon changes to installation infrastructure (e.g., new buildings/roads, demolished buildings/roads, airfield changes) in printed and electronic formats.
• Document and maintain spatially accurate and georeferenced digital facility floor plans in line with the Drawing of Record (DoR) and/or Space Use Data Set (SUDS) guidance.
• Perform airfield waiver surveys, line-of-sight issues, topographic mapping, boundary determinations, and layout of new facilities based on engineering requirements and use provided equipment to collect survey data within the GIS database.
• Update and maintain installation CIP, IDP, District Plans, Component plans, and other MDSs and MDLs to accurately represent “ground truth.”
• Edit, maintain, and add GIS data within the Air Force System of Record (GEOMAP), using ESRI ArcGIS Pro software or AutoCAD as directed.
• Collaborate with installation subject matter experts to verify the accuracy of spatial and attribute data and provide timely updates.
• Maintain as-built drawings for downrange facilities and infrastructure within a government-designated database.
• Perform additional surveying, drafting, and GIS/GeoBase duties as assigned.

Minimum Position Knowledge, Skills and Abilities Required:

• A minimum of three (3) years of experience in surveying and drafting, with at least one (1) year using current versions of AutoCAD and GIS software.
• Proficiency in creating and maintaining technical drawings, geospatial data, and maps.
• Familiarity with surveying tools and techniques, including differential leveling and GPS equipment usage (preferably Trimble).
• Experience creating or updating space usage information in SUDS.
• Preference for individuals with experience on US Government and Military domestic and international projects.
• Understanding of project development, contracting, and construction documentation.
• Knowledge of project design review principles, GIS/GeoBase updates, and maintenance, and related administrative functions.
• Proficient in AutoCAD 2025 or newer for facility and infrastructure plans.
• Excellent communication, leadership, and interpersonal skills.
• Computer literacy in Microsoft Office and Project.
• Strong ability to work and lead as part of a diverse team, demonstrating problem-solving skills and sound judgment.
• Must be a US National and able to obtain/maintain a Secret US Government Clearance (US Citizenship is required).
• Valid state-issued driver's license or international driver's license and passport required.
• Prior overseas government contracting experience is preferred.

• Requires planning and organizing skills with the ability to work under deadlines.
• Typical office environment with no unusual hazards; occasional lifting up to 20 pounds.
• Constant sitting, use of a computer terminal, and mental alertness required for communication and document review.
• Must remain organized and manage time effectively under pressure.
