Responsibilities
- Assist the Facilities Manager in the daily operations and activities.
- Establish a preventive maintenance plan aligning with contractual requirements.
- Supervise day-to-day facility operations, including both holiday and working days.
- Manage resource allocation and execution of the Preventive and Reactive Maintenance Plans.
- Allocate daily work assignments to subordinates.
- Liaise with specialized system maintenance contractors and subcontractors.
- Issue necessary permits for facility operations.
- Ensure completion of subcontract activities within scheduled timeframes.
- Validate, verify, and ensure timely completion of planned maintenance tasks and additional client requirements.
- Coordinate with internal departments for site-related materials and vendor resources.
- Serve as the point of contact for client representatives regarding day-to-day facilities management.
- Provide orientation and on-the-job training to subordinates.
- Update and maintain the client asset register and its maintenance history.
- Report daily operational issues to the Facilities Manager.
- Generate daily, weekly, and monthly reports on facilities operations.
- Maintain facilities execution records.
- Supervise team members in accordance with company policies and procedures; schedule and conduct team meetings.
- Execute all tasks to meet the company’s QHSE requirements and ensure compliance by the workgroup under supervision.
- Arrange necessary PPE for the team and consult with the workgroup on QHSE aspects.
- Correct unsafe actions and conditions at the site and report incidents and near-misses.
- Participate in QHSE meetings and contribute to hazard identification and risk assessment exercises.
- Ensure all team members are aware of QHSE protocols and responsibilities.
Authority
- Validate and verify completed work and oversee work in progress.
- Appraise subordinate performance.
- Issue work permits and report daily activities to clients as per the established escalation matrix.
- Access and manage asset registers, maintenance history, and drawings.
- Handle petty cash under management's close supervision.
- Conduct meetings with contractors and inspect incoming materials/spares.
- Manage the site sub-store under management supervision.
- Communicate effectively with contractors, clients, and internal departments.
- Stop any unsafe activities on-site and arrange for corrections of unsafe conditions.
- Raise safety concerns with management as needed, and engage with clients and subcontractors on safety issues.
Accountability
- Maintain equipment/assets per contractual requirements and execute allocated jobs within timeframes.
- Minimize resource wastage and oversee the implementation of operational controls.
- Be accountable for legal violations at the site level within the scope of ASFM.
- Monitor HSE incident rates and ensure safe, healthy, and environmentally responsible operations.
- Implement all QHSE documents and procedures effectively.
- Ensure compliance with all rules and regulations concerning HSE, including the use of personal protective equipment.
