About the Role
We are looking for a Fire and Rescue Service Operations Manager who will support the Director of Fire and Rescue Service in the leadership and operational delivery of the company's Fire and Rescue Service contracts, including solutioning FRS bids across Saudi Arabia. The ideal candidate should have the ability to multi-task, manage various tasks, and possess excellent communication, organization, time management, and prioritizing skills. The role is KSA-based in Riyadh, with travel across Saudi Arabia as required to support the company's Fire and Rescue Service contracts and operational priorities.

Key Accountabilities
- Contract & Operational Support – Provide operational support to the highest-ranking FRS officer on assigned contracts, ensuring effective service delivery and achievement of contractual objectives.
- Client Relationship Management – Support strong client relationships, providing operational leadership and ensuring client expectations and service requirements are consistently met.
- Contract Risk Management – Lead the management and review of contract risk registers, ensuring key risks are identified, mitigated, monitored, and escalated appropriately.
- Subcontractor Performance – Oversee subcontractor performance against contractual requirements, KPIs, service standards, and agreed improvement actions.
- Health, Safety & Compliance – Provide oversight of health, safety and compliance performance, ensuring management inspections, audits, and corrective actions are completed and maintained to required standards.
- Operational Performance – Monitor contract performance and operational delivery, identifying issues, trends, and opportunities for improvement, and providing appropriate recommendations to contract leadership.
- New Contract Mobilisation – Act as the operational lead for the mobilisation of new FRS contracts, coordinating operational readiness, resources, processes, equipment, and deployment to ensure successful mobilisation and transition into service.
Specific Requirements
- Minimum of 10 years’ operational experience, with demonstrated experience managing or supporting Fire and Rescue Service operations at the contract level.
- Minimum holder of High School Diploma, General Education Degree, or equivalent professional qualification, with relevant operational and contract management experience.
- Demonstrated experience across both aviation and structural Fire & Rescue Services is required.
- Proven experience working within the GCC market, with an understanding of regional regulatory, operational, and client requirements.
- Strong knowledge of Fire & Rescue operations, contract performance, compliance, risk management, and operational mobilisation is required.
- Must hold recognised NFPA-aligned qualifications, IFSAC or ProBoard accredited, including but not limited to:
- NFPA 1001 Firefighter II
- NFPA 1003 Aviation Firefighter (desirable)
- NFPA 472 Hazmat Operations
- NFPA 1021 Fire Officer III
- NFPA 1041 Fire Instructor I
- FEMA ICS 100, 200, 300, 400, 700, and 800
