About the Job
The GIS and BIM Manager will oversee GIS and BIM activities, utilizing tools and data to address planning and urban design aspects of development. This role supports decision-making within the Regional Planning Unit (RPU) and involves creating, gathering, editing, and managing GIS and BIM data. The GIS and BIM Manager will coordinate with the RPU team and the Urban Planning Department to ensure effective utilization of information throughout all stages of urban and regional planning. Reporting directly to the Director of the RPU, this position will involve direct interaction with both internal and external stakeholders to ensure alignment with NEOM’s vision and master planning principles.

Responsibilities
- Coordinate with other sectors and proponents, including the NEOM Land Registry team, to ensure GIS and BIM data and processes are aligned.
- Provide technical expertise in developing or reviewing policies and procedures regarding GIS and BIM planning practices and systems.
- Manage the GIS and BIM team to ensure guidelines, standards, and codes are followed, promoting compliance with NEOM and UPD standards.
- Research and maintain knowledge of GIS and BIM technologies and best practices.
- Review plans collaboratively with other disciplines using GIS and BIM insights.
- Prepare and update GIS data, analyses, maps, reports, and graphical representations related to master planning and urban design.
- Collaborate with various departments to address urban design issues related to GIS and BIM systems and data.
- Conduct planning and urban design studies, prepare associated reports and provide technical consultations for interdisciplinary analytical studies.
- Liaise closely with team consultants, ensuring that review comments and recommendations are integrated into deliverables.
- Develop design review Key Performance Indicators (KPIs) and lead their implementation.
Knowledge and Experience
- Over 10 years of extensive experience in developing GIS (primary) and BIM (secondary) systems for large, multi-disciplinary urban planning projects (residential, commercial, industrial, etc.).
- Expertise in utilizing ESRI ArcGIS Pro software for data creation, editing, spatial analyses, and mapping presentations.
- Experience managing ArcGIS databases and setting up GIS web applications using ArcGIS Enterprise portal.
- Familiarity with industry technologies to streamline workflows and incorporate intelligent solutions into project designs.
- Proven experience managing workflows and deliverables of GIS and BIM teams.
- Strong graphic skills for independent report production and graphic presentations.
- Effective problem-solving and decision-making abilities in dynamic environments.
- Excellent interpersonal skills to foster professional relationships with colleagues and stakeholders.
- Proficient in verbal and written communication in English, with the capacity to present to diverse audiences.
- Expertise in architectural and graphic design software, including AutoCAD, BIM, and graphic illustration tools.
- Competency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint).
Qualifications
- Bachelor’s degree (Master’s preferred) in a relevant design field such as Urban Design, Architecture, Engineering, Geography, or Mapping Sciences, with additional education or professional accreditation in GIS and/or BIM systems.
- Preference for GIS certification with a relevant professional organization (e.g., GISP, ESRI, AICP).
- Minimum of 10 years of GIS-related experience on large-scale urban planning projects, ideally within the Middle East.
- Strong communication skills with a high standard of English (oral and written).
