What You'll Be Doing
- Enterprise GIS Strategy: Define, implement, and govern the overarching GIS strategy, standard operating procedures, and data models aligned with global best practices and client giga-project requirements.
- Smart City & Digital Twin Integration: Direct the integration of GIS with Building Information Modeling (BIM), IoT sensors, and asset management platforms to build and maintain a living Digital Twin of the region.
- Program Management: Oversee the procurement, deployment, and optimization of cutting-edge geospatial software, cloud architecture (Esri ArcGIS Enterprise), and high-resolution spatial data acquisition (remote sensing, LiDAR, UAV).
- Cross-Functional Collaboration: Partner with executive stakeholders, engineering leads, master planners, and government entities to ensure interoperability and seamless data exchange across all project delivery teams.
- Team Leadership & Vendor Management: Mentor and scale an expert, multi-disciplinary GIS team while managing relationships and deliverables from international contractors, vendors, and consultants.
- Data Governance & Security: Establish and enforce rigorous data security protocols, quality assurance/quality control (QA/QC) standards, and metadata guidelines for all geospatial assets.
What Required Skills You'll Bring
- Education: Bachelor’s degree in Geographic Information Systems (GIS), Geomatics, Computer Science, Civil Engineering, or a related field. A Master’s degree or professional certifications (e.g., GISP, PMP) is highly desirable.
- Experience: 20+ years of progressive experience in geospatial data management, spatial analytics, and enterprise GIS architecture.
- Mega-Project Track Record: Proven experience directing GIS operations for massive, high-value infrastructure programs, smart cities, or remote giga-projects ($10B+ value).
- Technical Mastery: Expert-level command of the Esri ecosystem (ArcGIS Pro, Enterprise, Online, Portal), spatial databases (SQL Server, Oracle Spatial), and Python or arcade scripting for spatial automation.
- Geographic Expertise: Prior experience in the Middle East (GCC region) is highly preferred, with a deep understanding of regional surveying, geodetic datums, and municipal standards.
