This position plays a key role in safety control within Engineering and Construction projects, including responsibilities for pre-commissioning and commissioning activities. The ideal candidate will be dedicated to promoting and ensuring health, safety, and environmental (HSE) compliance across the project site.
Roles and Responsibilities
- Create, evaluate, and administer company policies and procedures related to HSE matters.
- Take full responsibility for controlling your designated area of responsibility.
- Conduct audits and inspections of the HSE system for effective site control.
- Ensure compliance with organizational and government HSE standards.
- Coordinate efforts with subcontractors' safety personnel and site workers.
- Develop and administer orientation programs for project employees.
- Respond to site client supervision effectively.
- Supervise, control, and provide guidance to area HSE Officers.
- Generate regular reports on HSE performance.
- Collaborate with subcontractor and the company Construction Management on HSE matters.
- Develop solutions to improve site safety conditions.
- Adopt and implement the company's HSE program accurately.
- Prepare, maintain, interpret, and communicate records, reports, and documents to meet corporate or regulatory requirements, while monitoring the application of HSE standards.
- Participate in pre-startup safety review assessment meetings and simultaneous operation procedure sessions conducted by the contractor and client.
- Carry out periodic inspections and mock drills to ensure the efficiency of the emergency response team (ERT) members.
- Assist the construction team with the implementation of the Permit to Work system.
- Support departmental implementation of company-wide HSE initiatives, including ISO 14001, ISO 45001, and ISO 18001.
- Prepare and implement project-specific Safety, Health, and Environmental Plans.
- Participate in the preparation of task risk assessments.
- Conduct toolbox talks, prepare safety bulletins, and promote HSE awareness across the project.
- Maintain and control safety documents, HSE statistics, manuals, and procedures.
- Possess complete knowledge of safety drills and procedures related to firefighting and personal survival.
Qualifications
Experience
- Proven experience as an HSE Supervisor in construction safety.
- Project-based safety control experience within the Oil and Gas or Petrochemical industries.
Knowledge
- Competent understanding of HSE principles and practices.
- Knowledge and experience in performing as an ERT member in incident/accident situations including chemical spills, fires, and rescue operations in confined spaces.
- Familiarity with PSSR (Pre-Start Up Safety Review) as well as plant operations and shutdown procedures.
- Strong documentation and presentation skills.
- Demonstrated management and leadership skills with a responsible, proactive attitude.
- Proficiency in MS Word, Excel, and PowerPoint applications.
Job Specific Specialty
- ISO 45001 Certification in the Construction Industry.
- NEBOSH Certification (IGC1, IGC2, and IGC3).
