About the Role
This position is based out of Jubail and is primarily a plant-based role focused on supporting the management and implementation of the Health, Safety, and Environment (HSE) management system at the field level. The HSE Officer will work closely with power or water plant operations and report directly to the HSE Engineer, Plant General Manager, and Corporate HSE Manager.

Roles & Responsibilities

  • Coordinate and actively participate in plant activities while focusing on overall company objectives and consistency within HSE management.
  • Conduct toolbox talks, HSE awareness sessions, and on-field HSE meetings with staff and contractors.
  • Lead on-site HSE training programs aimed at motivating field personnel.
  • Improve reporting, recording, and participation in investigations of unsafe acts/conditions and near-misses.
  • Coordinate and participate in continuous auditing of HSE management systems.
  • Assist the Administration and Occupational Health Team with post-accident/injury treatment processes.
  • Promote the permit-to-work system among operations and maintenance employees, ensuring safety for all involved in processes.
  • Identify non-compliant or substandard procedures related to activities involving employees and contractors.
  • Support field staff and contractors in the care and inspection of their personal protective equipment (PPE) and ensure compliance in the field.
  • Record and report all incidents, including employee injuries.
  • Support Corporate HSE programs, including People Based Safety, 5S, and Zero Incident Process.
  • Inspect equipment logbooks and records for scaffolding, ladders, cranes, tools, work equipment, and power tools.
  • Promote HSE incentive and promotional programs such as Safety Day, World Environment Day, and HSE campaigns announced by Corporate.
  • Facilitate HSE Observation and Communication programs in collaboration with owner and contractor HSE officers.
  • Inspect and maintain records for portable fire extinguishers and safety eye-wash/shower stations.
  • Assist the HSE Engineer in the risk assessment process and the maintenance of identified control measures.
  • Support the Incident Controller as part of the emergency response team.
  • Contribute to Corporate Environmental programs such as waste management, plantation, and spill control.
  • Aid in Corporate Occupational Health Programs including Get Healthy Stay Healthy, Stress Management, Quit Smoking, Diet, and Exercise initiatives.
  • Conduct regular walk-around checks to monitor HSE controls.
  • Ensure availability of first aid measures at locations and availability of firefighting equipment, inspecting its condition.
  • Collect environmental deviations and ensure the identification and implementation of corrective actions.
  • Coordinate HSE emergency drills and reports.
  • Monitor and ensure the presence of controls for identified risks in work areas.
  • Provide induction training to new employees, visitors, contractors, and subcontractors.
  • Ensure medical facilities and medicines are available in the ambulance.
  • Monitor the validity of equipment certifications and operator licenses.
  • Perform other HSE duties as assigned.

Job Specifications
Educational Requirements
Desired:

  • Degree Certificate
    Preferred:
  • NEBOSH General Certificate in Occupational Health and Safety
  • HSE Trained and Certified Auditor from a recognized institute

Minimum Experience
Minimum:

  • 4 years of direct working experience in a similar capacity
    Preferred:
  • 5+ years of relevant working experience within a multicultural team

Required Skills

  • Awareness of Quality, Occupational Health & Safety, and Environmental Management System principles.
  • Knowledge of applicable legal requirements.
  • Skills in Hazard Risk Assessment and Aspect Impact Assessment.
  • Investigation skills.
  • Knowledge of firefighting equipment, first aid measures, PPE and safety equipment, spillage containment, and handling HSE emergencies.
  • Understanding of identification, classification, and disposal of waste.
  • Proficient in English and/or Arabic.
  • Field experience in power and/or water plants with a proven safety record.
  • Working knowledge of power plant operations, equipment, practices, procedures, and applicable local HSE regulations.
  • Strong verbal and written communication skills.
  • Familiarity with MS Word, Excel, Email, and PowerPoint.
  • Commitment to safety at all times.
  • Strong desire to support personnel at all levels.

Desired Certification / Job Specific Skills / Training

  • Familiar with applicable K.S.A. Health, Safety, and Environmental legislation.
  • Valid K.S.A. driving license, or willingness to obtain within 3 months after completing the probationary period.

Work Conditions
While performing the duties of this position, the employee may occasionally work near moving mechanical parts and under various outdoor weather conditions. There may be exposure to fumes, airborne particles, toxic chemicals, electrical shock hazards, and other risks in high and precarious locations. The noise level in the work environment is usually moderate, although very loud conditions may be present.
