About the Role
This position is based out of City and is primarily a plant-based role that provides support in managing and implementing the HSE management system at the field level. The HSE Officer will work closely with power or water plant operations and will report directly to the HSE Engineer, Plant General Manager, and Corporate HSE Manager.

Roles & Responsibilities
- Coordinating and actively participating in plant activities while maintaining focus on overall company objectives and HSE management consistency.
- Conducting toolbox talks (if required), HSE awareness sessions, and on-field HSE meetings with staff and contractors.
- Leading on-site HSE training programs designed to motivate field personnel.
- Improving the reporting, recording, and investigation of unsafe acts/conditions and near misses.
- Coordinating and participating in the continuous auditing of HSE management systems.
- Assisting the Administration and Occupational Health Team with post-accident/injury treatment processes.
- Working with operations and maintenance employees to promote a permit to work system and ensure the safety of everyone involved in the processes.
- Identifying non-compliant, incomplete, or substandard procedures for activities involving employees and/or contractors in the plant.
- Assisting field staff and contractors in caring for and inspecting their PPE and ensure PPE compliance in the field.
- Responsible for recording and reporting all incidents, including employee injuries.
- Supporting Corporate HSE programs such as People Based Safety, 5S, and Zero Incident Process.
- Inspecting equipment logbooks and records (e.g., scaffolding, ladders, cranes, tools, work equipment).
- Supporting the HSE incentive program and promotional programs such as Safety Day, World Environment Day, or HSE campaigns as announced by Corporate.
- Promoting HSE Observation and Communication programs involving owner and contractors' HSE officers.
- Inspecting portable fire extinguishers and safety eye-wash/shower stations, keeping their maintenance records (if required).
- Assisting the HSE Engineer in the risk assessment process and maintaining identified control measures.
- Offering support to the Incident Controller as part of the emergency response team.
- Supporting Corporate Environmental programs such as waste management, plantation, and spill control.
- Supporting Corporate Occupational Health Programs (e.g., Get Healthy Stay Healthy Program, Stress Management, Quit Smoking Programs, Diet, and Exercise).
- Conducting regular walk-around checks to monitor HSE controls.
- Ensuring the availability of first aid measures at locations.
- Ensuring the availability and inspection of firefighting equipment.
- Collecting environmental deviations and ensuring the identification and implementation of corrective actions.
- Coordinating HSE emergency drills and reports.
- Ensuring continuous monitoring of work areas and presence of controls on identified risks.
- Providing induction training to new employees, visitors, and contractors/subcontractors.
- Ensuring the availability of medical facilities and medicines in the ambulance.
- Monitoring the validity of certification of equipment and operator licenses.
- Performing other HSE duties as assigned from time to time.
Job Specifications
- Educational Desired: Degree certificate.
- Preferred: NEBOSH General Certificate in Occupational Health and Safety, HSE Trained and Certified Auditor from a recognized institute.
- Minimum Experience:
- Minimum: 4 years of direct working experience in a similar capacity
- Preferable: 5+ years of relevant working experience within a multi-cultural team

- Working knowledge of power plant operations, equipment, practices, procedures, and applicable local HSE regulations
- Strong verbal and written communication skills
- Familiarity with MS Word, Excel, Email, and PowerPoint
- Ability to demonstrate a commitment to safety at all times
- Strong desire to support all levels of personnel
- Desired Certification / Job Specific Skill / Training:
- Familiarity with applicable K.S.A Health, Safety, and Environmental legislations
- Valid K.S.A driving license or willingness to obtain one within 3 months following the completion of the probationary period.
Work Condition
While performing the duties of this position, the employee occasionally works near moving mechanical parts and in outside weather conditions. In high precarious places, the employee may be exposed to fumes, airborne particles, toxic chemicals, and electrical shocks. The noise level in the work environment is usually moderate, but very loud conditions may exist.
