About the Role
We are seeking a highly experienced ITM Subject Matter Expert (SME) to provide technical leadership and specialist oversight for all Intelligent Transportation Management Systems (ITMS) and associated smart mobility technologies during the construction and commissioning phases of a major highways project. The successful candidate will act as the primary technical authority for traffic management systems, ensuring that all ITS and traffic operations solutions are delivered in accordance with project specifications, international standards, client requirements, and operational objectives.

Responsibilities

  • Serve as the lead technical authority for all Intelligent Transportation Management and Intelligent Transportation Systems (ITS) components.
  • Review and approve contractor submissions, including designs, shop drawings, material submittals, method statements, testing procedures, and commissioning plans.
  • Supervise the installation, integration, and testing of ITS and traffic management systems, including:
    • Traffic Management Centres (TMC)
    • CCTV Surveillance Systems
    • Variable Message Signs (VMS)
    • Automatic Traffic Counters (ATC)
    • Traffic Signal Systems
    • Incident Detection Systems
    • Fiber Optic Communication Networks
    • SCADA and Control Systems
    • Road Weather Information Systems
    • Vehicle Detection and Monitoring Systems
  • Ensure all systems comply with project specifications, Saudi standards, international best practices, and relevant road authority requirements.
  • Monitor contractor performance and provide technical guidance to site supervision and construction teams.
  • Coordinate closely with client representatives, operations teams, utility authorities, contractors, suppliers, and other engineering disciplines.
  • Lead factory acceptance tests (FAT), site acceptance tests (SAT), integrated system testing, commissioning activities, and handover processes.
  • Identify technical risks and propose mitigation measures to ensure successful project delivery.
  • Prepare technical reports, inspection records, progress updates, and compliance assessments.
  • Support the Resident Engineer and Project Director on all matters relating to intelligent transport systems and traffic operations.
  • Participate in value engineering initiatives and operational readiness reviews.
  • Provide mentoring and technical guidance to junior engineers and inspectors.

Qualifications

  • Bachelor's Degree in Electrical Engineering, Electronics Engineering, Telecommunications Engineering, Transportation Engineering, or a related discipline.
  • Minimum 15 years of professional experience in Intelligent Transportation Systems (ITS), traffic management systems, or smart mobility infrastructure.
  • Proven experience on major roads, highways, expressways, or urban mobility projects.
  • Previous involvement in construction supervision, testing, commissioning, and operational readiness of ITS systems.
  • Strong understanding of:
    • ITS Architecture
    • Traffic Management Centres
    • ITS Communications Networks
    • Fiber Optic Systems
    • Traffic Operations
    • ITS Integration and Commissioning
    • Cybersecurity requirements for transport systems
  • Experience working with international standards and guidelines such as AASHTO, NTCIP, IEC, ISO, and relevant Saudi regulations.
  • Prior experience within Saudi Arabia or the wider Middle East is strongly preferred.
  • Excellent stakeholder management, communication, and technical reporting skills.
  • Professional registration or chartered status would be advantageous.
  • Experience with major highways and expressway projects, smart city, mobility, or transportation technology programmes, and large-scale infrastructure programmes involving integrated command-and-control systems.
