About the Role
The Lead Technical Safety Engineer (Offshore) is responsible for directing and overseeing all Technical Safety Engineer (Process Safety) activities for onshore and offshore oil & gas developments throughout the full project lifecycle, including Concept Studies, FEED, and Detailed Engineering. This role serves as the discipline technical authority, ensuring the delivery of safe, reliable, maintainable, and cost-effective Technical Safety Engineering solutions in compliance with client requirements and applicable standards while facilitating effective multidisciplinary coordination.

Key Considerations
- Preference will be given to candidates holding valid OPITO-approved T-BOSIET/BOSIET and H₂S certifications with a minimum validity of six months.
- The selected candidate may be required to travel offshore on a rotational basis to conduct site surveys, support brownfield assessments, verify existing installations, and obtain project-specific engineering data necessary for design and execution.
Key Responsibilities
- Develop and review calculations, data sheets, technical notes, requisitions, specifications, drawings, and other deliverables produced within the discipline.
- Act as the primary point of contact for leading, coordinating, planning, and supervising Safety Engineering assigned to the project to enhance efficiency and quality of work performed.
- Conduct, organize, and facilitate Workshops such as PHA, HAZID, HAZOP, SIL & LOPA, ensuring follow-up on recommendations and findings.
- Perform engineering tasks in accordance with international standards (IEC/NFPA/API) and manage interfaces with other engineering disciplines including:
- Hazardous area classification schedule and layout
- Fire protection design basis
- Firewater networks design
- Firewater pumps/tanks calculations and sizing
- Fixed firewater spray systems calculations and design
- Fixed foam system calculations and design
- Fixed gaseous firefighting system calculations and design
- Fire and gas detection system design
- Apply knowledge of hazard and risk management, fire and explosion analysis, fire protection studies, formal safety assessments, compartmentation, and emergency evacuation routes.
- Collaborate effectively with engineers, designers, and technical personnel throughout the project execution.
- Work independently while fostering a positive work environment.
- Conduct firewater demand calculations and manage industrial drainage design and requirements.
- Utilize software such as PIPENET, DNV PHAST, and other consequence modeling tools.
- Review third-party safety studies including QRA, FERA, and F&G mapping studies.
- Supervise and perform procurement services including:
- Material take-off and requisitions for fire protection packages
- Bid evaluations, technical clarifications, and reports
- Vendors print reviews
- Provide technical leadership, ensuring adherence to applicable procedures and standards (client, the company, and international).
Leading & Supervisory Duties
- Review contract conditions included in tenders and manage the fire protection components of internal/external design reviews, 3D models reviews, value engineering reviews, and constructability reviews.
- Ensure quality assurance, quality control, and monitor engineering deliverables, conducting consistency checks and technical compliance reviews, while providing technical support and managing quality audits.
Experience
- Minimum of 17+ years of Technical Safety Engineering experience in Oil & Gas, Petrochemical, LNG, or Energy sectors.
- At least 8 to 10 years in a Lead Engineer, Senior Lead Engineer, or equivalent leadership capacity.
- Demonstrated experience delivering both offshore and onshore brownfield and greenfield projects.
- Extensive working knowledge of Group projects, engineering practices, and technical standards.
- Proven record across FEED, Detailed Engineering, EPC, PMC, Construction, and Commissioning environments.
- Strong exposure to offshore production facilities, wellhead platforms, central processing facilities, and related infrastructure.
Qualifications
- Bachelor's degree in chemical engineering or equivalent from an accredited university.
- Experience with offshore / PMC / Client representation is preferred.
Technical Skills
- Comprehensive understanding of international standards such as API, IEC, ISA, NFPA, NACE, BS EN, and operator-specific standards including requirements.
- Thorough understanding of FEED and Detailed Engineering deliverables, document management systems, MOC processes, and project controls.
- Proficiency in process safety engineering software and applications including PHAST, Flare Sim, and similar tools.
- Strong analytical, problem-solving, troubleshooting, and decision-making capabilities.
- Excellent leadership, communication, stakeholder management, and organizational skills.
