Accountabilities
Key Accountabilities:
Onboarding:
- Establish and maintain an updated and comprehensive Relief Plan up to one year in advance for all officers who are going offshore.
- Organize travel arrangements for the officers to join and leave the vessels, potentially taking advice from port agents and travel agents if required.
- Ensure that officers satisfy training and documentary requirements as per company policies and legal requirements of the ship’s registry, including Flag and National Certificates of Competency and Special Qualification Certificates, and maintain records in an agreed format.
Appraisal and Performance Management:
- Review appraisal reports for all officers and follow up on recommended actions related to performance management, such as identifying training needs and addressing disciplinary matters.
- Establish personal development plans for all officers and monitor progress continuously.
Training Programs:
- Liaise with the training section to schedule training courses for personnel under their responsibility.
Recruitment:
- Maintain a database of applicants and undertake initial screening of candidates.
Employee Records:
- Maintain personnel and vessel files necessary to accurately document, certify, train, and process the payment of salaries in accordance with company policies and standards.

- Adhere to all relevant QHSE policies, procedures, instructions, and controls to ensure a safe, world-class, secure, and environmentally responsible service.
Policies, Systems, Processes & Procedures:
- Follow relevant departmental policies and procedures to ensure work is carried out consistently and in a controlled manner.
Others:
- Undertake pre-planned visits to ships primarily in Qatar but also worldwide, reporting back to concerned personnel.
- Arrange for the registration of achievements of Qatari officers.
- Maintain reports for the Marine Personnel department as agreed with the Marine Personnel Manager.
- Assist in organizing temporary sea service assignments for marine cadets and officers employed by other Qatari companies.
- Perform administrative duties such as absence maintenance and expense claims.
- Carry out any other duties as directed by the immediate supervisor.
Qualifications, Experience, and Job Skills
Qualifications:
- Degree in Business Administration, Human Resources, or a related field. Knowledge of shipping HR legislation (e.g., STCW/MLC) is advantageous.
Experience:
- Minimum of 3 to 6 years in a medium to large-sized company.
Job Specific Skills:
- Understanding of the maritime industry and legal requirements related to sea staff employment.
- Good knowledge of HR principles and practices.
- Good understanding of world geography, including major ports and supporting airports.
