Key Responsibilities
Strategic
- Assist the MEPS & Power Supply Manager and other technical support staff with the implementation of complex systems and new projects related to Engineering & Maintenance facilities.
- Perform and carry out duties as instructed/directed by the MEPS & Power Supply Manager, Head of Maintenance, and the Engineering and Maintenance Director.
- Ensure compliance with evolving industry regulations and standards.
Financial
- Meet the Key Performance Indicators according to the targets agreed with the MEPS & Power Supply Manager, specifically for MEPS and elevators, travelators, and escalators assets.
- Manage subcontractors of the Building Services and Mechanical, Electrical, Plumbing & LTE technical support section to ensure outputs are delivered to an appropriate standard on time and within budget.
- Optimize resource allocation to enhance cost-efficiency while maintaining service quality.
Stakeholder / Customer
- Conduct periodic meetings with stakeholders to ensure alignment on overhaul and maintenance strategies and address concerns.
- Work closely with contractors and service providers to ensure clear expectations, performance standards, and alignment with maintenance objectives.
- Implement feedback systems to address stakeholder concerns promptly and enhance service reliability.
- Carry out 24-hour on-call responsibility for incidents and emergencies within the section.
Operational
- Assist the MEPS & Power Supply Manager and collaborate with the Services Engineers in the planning, budgeting, management, and allocation of resources for all aspects of maintenance activities covering Building Services, including mechanical, electrical, plumbing, and LTE overhauls.
- Follow the relevant procedures and work instructions to ensure compliance with KM requirements.
- Provide training, technical support, and guidance on Mechanical, Electrical, Plumbing, and LTE within the Engineering & Maintenance Department and to the KM organization at large.
- Communicate with Control Centre Controllers and with individuals responsible for Track Possession, Worksite, or movements of rail vehicles within a Possession.
- Conduct regular audits or reviews of maintenance practices to ensure consistency and identify improvement areas.
Capability / People
- Act as a technical expert to provide suggestions and guidance to the Mechanical and Electrical engineering overhauls team and the wider business to improve procedures, work instructions, system modifications, and new work planning and implementation.
- Provide management backup to Mechanical and Electrical engineering managerial staff during periods of leave and when required.
- Conduct performance reviews, disciplinary, and grievance procedures for direct staff and other contracted staff as appropriate.
- Encourage a culture of safety and continuous improvement within the team.
Dimensions
- Ensure SLA providers maintain accurate maintenance records for Mechanical, Electrical, Plumbing & LTE systems.
- Report to the MEPS & Power Supply Manager any safety-critical damage to Engineering & Maintenance facilities that require specific expertise in a timely and efficient manner.
- Perform shift and emergency duties when required.
- Possess a thorough understanding of all aspects of safety issues related to railway operations.
- Have considerable knowledge in maintenance planning, preparing maintenance budgets, maintenance plans and procedures, and technical specifications, safety and quality plans and procedures as required.
- Work in an office environment with occasional travel as needed.
Minimum Qualifications
Education
- Ideally, a degree holder or higher diploma in mechanical, electrical, or building services engineering discipline or equivalent experience.
- Professionally qualified with membership of a recognized engineering institution (desirable).
Experience
- Minimum of 5 years relevant working experience in the design, testing, commissioning, and maintenance of Mechanical, Electrical, Plumbing or LTE assets and facilities, covering assets such as elevators, escalators, travelators, generators, tunnel ventilation systems, environmental control systems, and sliding doors.
- At least 5 years of supervisory and management experience with the ability to manage multiple subcontractors and a technical support team aiming to minimize system unavailability and asset life cycle costs of the Mechanical, Electrical, Plumbing & LTE.
- Experience in rail or similar industries (desirable).
- Experience working within the UAE or Middle East region (desirable).
Skills / Training
- Fluent in English.
- Proficiency in maintenance management software and tools for scheduling and reporting.
- Strong communication and leadership skills to manage teams and coordinate effectively with stakeholders.
- Qualifications such as familiarity with advanced maintenance technologies or certifications in safety and quality management (desirable).
