About the Role
We are seeking an experienced Pre-commissioning & Commissioning Engineer to plan, coordinate, and execute pre-commissioning and commissioning activities for electrical, HVAC, purge, instrumentation, and control systems in project technical buildings, including PABs, MTRs, and LERs. The role will coordinate with discipline engineers, specialist contractors, clients, and OEMs to verify system readiness, safe operation, testing, acceptance, and handover.

Key Responsibilities
- Prepare system-wise pre-commissioning and commissioning plans, checklists, test procedures, and schedules based on approved drawings, specifications, and OEM requirements.
- Verify installation completeness, equipment identification, access, cleanliness, calibration status, and readiness for testing.
- Identify deficiencies and coordinate corrective actions prior to energization or start-up.
- Coordinate electrical inspections, cable continuity and insulation-resistance testing, earthing, phase-sequence checks, and cold loop checks.
- Verify field wiring, panel connections, instrument calibration, and point-to-point checks with the E&I team.
- Coordinate applicable telecommunications continuity and interface checks.
- Inspect HVAC equipment, ductwork, dampers, filters, drains, supports, electrical connections, and controls prior to start-up.
- Establish system-specific commissioning prerequisites and acceptance criteria and coordinate permits, isolations, test equipment, and client witnessing.
- Coordinate with OEMs to confirm site readiness, schedule attendance, supervise equipment start-up and functional testing, resolve technical issues, and obtain signed reports and certificates.
- Coordinate testing of switchgear, UPS, lighting, and small power systems, including energization, soak tests, functional tests, interface checks, and LV motor solo runs where applicable.
- Verify earth values and required safety checks before energization.
- Arrange OEM-supported control panel energization and Site Acceptance Testing (SAT).
- Coordinate hot loop, I/O, HMI, communication, alarm, interlock, and logic testing when connected systems are ready.
- Coordinate HVAC start-up, testing, balancing, and setting to work.
- Verify supply, return, fresh and exhaust airflow, room pressure, temperature, humidity, noise, room integrity, control response, and overall system performance against approved criteria.
- Test purge-panel sequences, pressure alarms and trips, energization permissives, loss-of-supply responses, and restart or re-purge requirements.
- Plan and witness integrated tests involving HVAC, BMS, fire alarm, Fire & Gas (F&G), emergency shutdown, electrical distribution, and emergency power systems where applicable.
- Verify approved cause-and-effect sequences during integrated system testing.
- Investigate failed tests, coordinate corrective actions, and arrange retesting through final acceptance.
- Maintain inspection and test records, progress reports, punch lists, and signed test sheets.
- Compile OEM documentation, test results, as-built records, and outstanding-item status into the final commissioning dossier.
- Coordinate client witnessing, system acceptance, and handover to the Operations team.
Qualifications & Experience
- Bachelor’s degree in Electrical Engineering, Instrumentation Engineering, or a related discipline.
- Minimum 5 years of relevant experience in pre-commissioning and commissioning activities.
- Hands-on experience with electrical and instrumentation testing.
- Experience with OEM-supported equipment start-up and Site Acceptance Testing (SAT).
- Experience with HVAC system interfaces, testing, balancing, and commissioning.
- Recognized training/course in HVAC systems, testing, and commissioning.
- Experience with commissioning documentation, inspection and test records, punch lists, test sheets, and final commissioning dossiers.
- Knowledge of electrical testing, instrumentation, control systems, BMS, PLC, and HMI interfaces.
- Familiarity with integrated testing involving HVAC, BMS, Fire Alarm, F&G, ESD, electrical distribution, and emergency power systems is preferred.
- Strong troubleshooting, coordination, communication, and problem-solving skills.
- Proficiency in English.
- Proficient in Microsoft Office.
- Familiarity with BMS, PLC, or HMI interfaces is preferred.
