About the Role
The company is seeking an experienced and results-driven Procurement and Tendering Senior Manager to lead all procurement, sourcing, contract management, and tendering activities in Saudi Arabia. The successful candidate will have extensive experience in large-scale rail and infrastructure projects, with a strong understanding of the Saudi Arabian market, procurement regulations, supplier networks, and contract administration. This role will be responsible for developing procurement strategies, optimizing supply chain performance, managing high-value contracts, and ensuring the timely delivery of materials, equipment, and services.

Key Responsibilities:
- Lead procurement and tendering activities for the project, ensuring alignment with project objectives, budget, and schedule.
- Manage supplier and subcontractor selection, bid evaluations, contract negotiations, and awards.
- Develop and implement procurement strategies to optimize cost, quality, and delivery performance.
- Oversee commercial evaluations and contractual negotiations for major project packages.
- Build and maintain strong relationships with local and international suppliers and stakeholders.
- Identify and mitigate procurement and supply chain risks.
- Lead, mentor, and develop procurement and tendering teams.
- Ensure compliance with company procedures, contractual requirements, and local regulations.
Requirements:
- Bachelor's degree in engineering, Supply Chain, Business Administration, or related discipline.
- Minimum 20 years of professional experience in Procurement, Contracts, and Tendering.
- Minimum 15 years of experience in rail infrastructure projects.
- Proven experience delivering major projects within Saudi Arabia.
- Extensive knowledge of procurement strategies, contract management, and supplier negotiations.
- Strong leadership, stakeholder management, and communication skills.
- Experience in large-scale EPC and infrastructure projects is highly preferred.
- Professional certifications such as MCIPS, PMP, or equivalent will be considered an advantage.
