Key Responsibilities:

Program & Delivery Leadership
- Own full lifecycle delivery of enterprise transformation programs (initiation → closure).
- Ensure scope, cost, schedule, and quality objectives are met.
- Establish and enforce delivery governance and executive steering mechanisms.

Public & Government Stakeholder Management
- Act as the primary delivery interface with senior government stakeholders.
- Communicate confidently in Arabic and English in executive forums and government reviews.

Enterprise Transformation Execution
- Lead large programs covering ERP solutions and shared services transformation.
- Control scope changes in line with government contracting norms.

Governance, Risk & Compliance
- Establish risk and dependency management frameworks for high-scrutiny environments.
- Ensure compliance with government PMO standards and reporting requirements.

Financial & Commercial Management
- Manage large program budgets and complex contracts.
- Support commercial negotiations and contract variations.

Leadership & Team Oversight
- Lead and mentor multi-disciplinary delivery teams, fostering a culture of accountability and collaboration.
Required Qualifications & Experience:
- Education: Bachelor’s degree in Engineering, Computer Science, Information Systems, or related field; a Master's degree or MBA is an advantage.
- Experience: Minimum 15 years of experience in large-scale project/program delivery with significant public sector exposure and a proven track record in delivering multi-million USD enterprise transformation programs.
- Language Requirements: Fluent in Arabic (spoken and written) is mandatory for government stakeholder engagement; fluent in English (spoken and written) is also mandatory.
Preferred Experience:
- Experience with ERP implementations (Oracle Fusion, SAP S/4HANA, or equivalent).
- Familiarity with GCC/Middle East public sector environments.
- Program management certifications (PMP, PGMP, MSP, or equivalent).
