Key Responsibilities:

Program & Delivery Leadership:
- Own full lifecycle delivery of enterprise transformation programs, ensuring scope, cost, schedule, and quality objectives are met.
- Establish and enforce delivery governance and executive steering mechanisms aligned with government standards.
- Drive program-level planning and integrated master schedules across multiple projects.

Public & Government Stakeholder Management:
- Serve as the primary delivery interface with senior government stakeholders.
- Communicate confidently in Arabic and English in executive forums and formal government reviews.
- Navigate complex decision hierarchies and public accountability requirements.

Enterprise Transformation Execution:
- Lead large programs in ERP, digital government platforms, and operating model transformation.
- Control scope change in line with government contracting norms.

Governance, Risk & Compliance:
- Establish frameworks for risk, issue, and dependency management in high-scrutiny environments.
- Ensure compliance with government PMO standards and auditing requirements.

Financial & Commercial Management:
- Manage large program budgets and complex contracts.
- Oversee team performance and support contract negotiations.

Leadership & Team Oversight:
- Lead and mentor multidisciplinary delivery teams.
- Foster a culture of accountability and collaboration.
Required Qualifications & Experience:
- Bachelor's degree in Engineering, Computer Science, Information Systems, or a related field; a Master's degree or MBA is an advantage.
- 15+ years of experience in large-scale project/program delivery, particularly in the public or government sector.
- Proven track record in delivering enterprise transformation programs valued at multi-million USD.
- Language Requirements:
- Arabic: Fluent (mandatory, spoken and written)
- English: Fluent (mandatory, spoken and written)
Preferred Experience:
- Experience with ERP implementations (Oracle Fusion, SAP S/4HANA, or equivalent).
- Familiarity with GCC/Middle East public sector environments.
- Program management certifications (PMP, PgMP, MSP, or equivalent).
