Position

Parsons is seeking a highly talented Program Director – Infrastructure and Master Planning to lead a multidisciplinary design team tasked with delivering infrastructure, landscape, master planning, and public realm design for large-scale development projects in Riyadh, Saudi Arabia. In this senior leadership role, you will oversee project strategy, client engagement, design quality, resource planning, and coordination across all workstreams to ensure successful project delivery in alignment with client vision and program goals.

Key Responsibilities:

  • Lead the overall delivery of design services across various domains including infrastructure and landscape.
  • Serve as the primary client liaison to ensure alignment with strategic objectives and facilitate timely decision-making.
  • Establish project governance, communication protocols, and performance tracking systems.
  • Manage multidisciplinary design teams and subconsultants for seamless coordination.
  • Oversee resource planning, budgeting, and adherence to project schedules.
  • Ensure compliance with quality and regulatory standards through review of all major design submissions.
  • Proactively manage risks and resolve issues impacting project delivery.
  • Represent the design team in high-level stakeholder and committee meetings.
  • Champion sustainable, culturally responsive, and context-driven design outcomes.
  • Foster innovation, design excellence, and team development throughout the project lifecycle.

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Engineering, Architecture, or Urban Planning from an accredited institution.
  • Minimum 25 years of experience, including leadership roles on major urban infrastructure or public realm programs.
  • Proven track record managing large-scale, multidisciplinary design teams in complex environments.
  • Strong understanding of infrastructure systems, urban planning, and landscape integration principles.
  • Excellent client relationship management and stakeholder engagement skills.
  • Extensive project delivery experience within GCC or similar regional contexts.
  • Knowledge of project management tools, design review procedures, and risk management frameworks.
  • Strong communication, leadership, and negotiation skills in high-pressure settings.
  • Experience working with governmental authorities and approval bodies.
  • Commitment to delivering innovative and high-quality design solutions.
