About the Job:
GovCIO is currently hiring a Program Manager. This position will be responsible for directing all phases of programs from inception through completion. The Program Manager will oversee cost, schedule, and technical performance of company programs or subsystems of major programs. Key responsibilities include:
- Participating in contract negotiations and managing contract changes.
- Coordinating the preparation of proposals, business plans, and operating budgets.
- Acting as the primary customer contact for program activities, leading program review sessions.
- Developing new business opportunities and establishing milestones to monitor adherence to plans and schedules.
- Managing a team of employees across technical, manufacturing, and administrative areas, ensuring objectives are met.
- Preparing manpower staffing plans and supporting recruitment.
- Monitoring contracts and forecasting financial performance.

Qualifications:
- Education: Bachelor’s degree in a technical field.
- Experience: 8-12 years of relevant experience, including at least 7 years successfully managing large teams (20+ personnel), with 5 years in direct support to a program office related to the United States Department of the Navy.
- Security Clearance: Secret required.
- Skills:
- Knowledge of Foreign Military Sales (FMS) processes.
- Experience interacting with foreign senior military and government officials.
- Experience managing teams in multiple geographic areas, including OCONUS locations.
- Ability to effectively communicate with Flag Officer level personnel.
- Proficient in Integrated Master Schedules (IMS) and familiar with software such as MS Project and MS PowerPoint.
Preferred Qualifications:
- 2+ years managing large-scale programs for FMS/security cooperation services valued at $10M+/year.
- Experience in Command, Control, Communications, Computers and Intelligence (C4I) systems.
- Program Management Professional (PMP) or similar certifications preferred.
Salary Range:
USD $150,000.00 - USD $220,000.00 per year.
