About the Job:
GovCIO is currently hiring for the position of Program Manager. This role involves directing all phases of programs from inception through completion, focusing on cost, schedule, and technical performance. Responsibilities include:
- Leading the negotiation of contracts and contract changes.
- Coordinating the preparation of business proposals, work statements, specifications, operating budgets, and financial terms/conditions.
- Acting as the primary customer contact for program activities and leading program review sessions with customers.
- Developing new business opportunities and establishing milestones while monitoring adherence to master plans and schedules.
- Directing the work of employees assigned from technical, manufacturing, and administrative areas.
- Managing one or more programs of significant size and complexity, potentially overseeing an operating/field office.
- Preparing manpower staffing plans and monitoring program financial performance.
- Supporting new business development by leading major proposals.

Qualifications:
- Bachelor's degree in a technical field with 8-12 years of experience or equivalent.
- Secret clearance required.
- At least 7 years of experience managing large teams (20+ members).
- Minimum of 5 years of experience in direct support to a program office or similar organization within the United States Department of the Navy.
- Knowledge of Foreign Military Sales (FMS) processes and experience interacting with foreign senior military/government officials is essential.
- Proven experience in managing teams in multiple geographic locations, including Outside the Continental United States (OCONUS).
Preferred Qualifications:
- Two or more years of managing large-scale FMS/security cooperation programs valued over $10M/year.
- Experience with program management of systems such as C4I technologies and associated communications systems.
- Possession of Program Management Professional (PMP) or related certifications.
Language Requirements:
- Ability to communicate effectively in English, both orally and in writing, especially with senior military/government officials.
Compensation:
The salary range for this position is USD $150,000.00 - USD $220,000.00 per year, subject to individual factors including market location, job-related experience, and education.
