Project Control Specialist II

About the Role
This role involves providing specialized project control services as part of a comprehensive project control system. You will work closely with various project teams to ensure the effective utilization of the project control system while assisting in its rollout and configuration. Your responsibilities will encompass project execution, cost management, and analysis to drive project success and profitability. You will also play a crucial role in communication with clients regarding cost-related matters and ensuring payment terms are met.

Primary Objectives / Responsibilities

Project Execution

• Provide specialist project control services for the support of the project control system.
• Assist the Business Systems Group in the rollout of the project control system including initial configuration and contribution to training activities.
• Liaise with project teams to ensure the correct utilization of the project control system based on project-specific requirements and corporate guidelines.
• Develop a project set-up that meets both internal and external Project Services requirements.
• Provide Project Planning/Scheduling services to ensure completion dates are met.
• Provide cost control services to ensure proper project cost management and profitability monitoring.
• Verify & Approve Invoice Advice Reports before issuance to Finance.
• Analyze costs/schedules and report on anomalies, fluctuations, or other spending concerns that could impact the project forecast.
• Provide Planning/Scheduling and cost estimation/commercial support for proposals.
• Facilitate communication between Project Managers, Discipline Leads, System Administrator, and Document Controller.
• Take ownership of cost control ensuring data integrity, coordinate with Finance as needed prior to management report submissions or PCS/WPR meetings.
• Liaise with clients to clarify cost-related issues and develop timely, meaningful monthly invoices.

Project Deliverables

• Review and develop data interfaces for third-party project systems.
• Prepare and control Work Orders (WO).
• Implement financial controls including controlling authorizations of expenditure and cash flow projections.
• Provide weekly progress updates, schedule updates, cost control and management, change order/variation management, and cash flow status.
• Prepare internal weekly project status/productivity reports and Clients External progress reports, including monthly financial report preparation.
• Ensure projects are controlled and documented according to Project Services standards/specifications and conduct timely Project Controls audits.

Quality Assurance

• Work within the provisions and guidelines of the Quality Assurance systems.

Safety

• Responsible for adhering to personal safety and working within Occupational Health & Safety procedures.
• Competent in implementing HSE in the design process with a focus on process safety and best practices.

Job Specific Knowledge

• Demonstrate commitment to HSE management requirements in a project environment.
• Knowledge of engineering design, construction, and project delivery.
• Understanding of the application of the company Project Review (WPR) and Enterprise Management System (EMS).
• Familiarity with Oracle (finance and time sheeting) and Ecosys (Project Control).
• Technical skills in Cost & Schedule Management, Earned Value & Change Management.
• Understanding of the commercial aspects of project contracts and application to cost management.
• Knowledge of earned value forecasting, productivity/risk analysis for cost forecasts and contingency management.
• Ability to create/update cost and planning estimating/control methods.

Industry Specific Experience

• Planning/cost control experience within the oil and gas industry for offshore/onshore projects.
• Proven track record in handling engineering projects through various phases: Pre-FEED, FEED, Detail Engineering, and/or Construction.

Education – Qualifications, Accreditation, Training

• Full-Time Bachelor’s Degree in Engineering from an accredited university.
• Project Controls certification from PMI or AACE preferred.

HSE Capability

• Maintain HSE focus with the team and demonstrate commitment to health and safety performance.
• Identify and report work hazards and incidents.

IT Skills

• Proficient in Primavera, Primavera Risk Analysis/Acumen Fuse, advanced Excel skills, and working knowledge of Ecosys.

• Ability to work in diverse teams, build effective relationships, and communicate clearly in both verbal and written form.

Other

• Good English communication skills.
