About the Role
The Project Controls Manager (PCM) is a key leadership and operational position within the Project Management Team, responsible for delivering positive commercial outcomes by working closely with the Project Director/Manager and Project Services Manager on assigned project(s). The PCM oversees all commercial aspects of the project, implementing project controls systems effectively and ensuring integration and consistency across Risk & Opportunity, Planning, Cost Control, Document Control, and Change Management.

Key Responsibilities
The PCM is responsible for the day-to-day management and consistent application of project controls systems, and liaises with various functions, including Engineering, Finance, Contracts, HSEQ, and Operations.
- Serve as the key interface with the Client on project control topics, particularly planning and reporting.
- Ensure the integration, consistency, and accuracy of the Project Controls systems.
- Identify, evaluate, and incorporate Risks & Opportunities into Project Planning and Cost Forecasting.
- Planning and Performance Monitoring:
- Ensure proper delivery of planning, including establishment and maintenance of the baseline plan, progress updates, planning reviews, short-term look-ahead plans, and forecast completion status.
- Oversee the development of integrated project schedules, considering all dependencies between EPCI Activities.
- Develop progress measurement tools, including dashboards, utilizing weightings, earned value assessment, physical actual percentage completion, and productivity assessment.
- Cost Management:
- Ensure accurate forecasting of revenue and cost, incorporating all known information within the Estimate at Completion.
- Integrate Risks and Opportunities into the Estimate at Completion, reporting them accurately when known.
- Implement and follow-up budget management processes throughout the project lifecycle.
- Deliver effective cost management, including establishment of a baseline budget, control of budget, assessment of Actual Cost of Work Performed, production of Estimate at Completion, final close-out of costs, and provision of accurate cash flow forecasts.
- Produce and present the monthly Progress Monthly Status Report (PMSR) with the Project Manager and Project Services Manager, ensuring completeness and accuracy.
- Document Control
- Ensure MDR dates are accurate and aligned with the schedule.
- Conduct presentations and facilitate meetings with project personnel and stakeholders to deploy the capabilities of platforms/tools/systems.
- Foster open communication and collaboration among project team disciplines, promoting a culture of accountability.
- Contribute to continuous improvement of systems and project workflows while ensuring compliance with the Business Management System.
What Experience Would We Like You to Have?
Qualifications
- Degree qualified in Quantity Surveying, Business Management, Law, Engineering, or related fields.
- 15+ years of relevant industry experience.
- A broad commercial understanding with proven experience in Project Controls and strong Commercial Acumen.
- Highly developed persuasion, negotiation, and communication skills.
- Advanced planning and execution abilities.
- Advanced analytical skills.
- Previous experience in the Middle East, particularly with ARAMCO, in a Project Control Manager role.
- Strong interpersonal, team leadership, and development skills.
