Project Controls Manager
Abu Dhabi, UAE
The company is seeking an experienced Project Controls Manager for a major infrastructure project in Abu Dhabi. The role will lead project controls across the Project Control Consultancy services and support the client in monitoring, assuring, and controlling the initiative through design, procurement, construction, close-out, and handover. The successful candidate will coordinate with the client, supervision consultants, contractors, government agencies, utility authorities, and other stakeholders to support safe, timely, and cost-effective delivery.
What You'll Be Doing
- Develop, maintain, and control the integrated master schedule, including design, authority approvals, utility diversions, procurement, construction, testing, commissioning, close-out, and handover activities.
- Establish and maintain the Work Breakdown Structure and ensure package-level schedules are aligned with the initiative master schedule, approved milestones, and delivery strategy.
- Monitor performance against approved baselines, identify trends and variances, forecast completion, and recommend mitigation and recovery actions.
- Prepare and coordinate weekly and monthly project controls reports, dashboards, progress presentations, key performance indicators, schedule forecasts, and management information for the client.
- Lead risk and opportunity management, maintain the initiative risk register, facilitate risk workshops, track mitigation actions, and support qualitative and quantitative schedule and cost risk analysis.
- Support cost planning and control, including cost plans, cash-flow forecasts, commitments, payments, variations, claims, forecast cost to completion, and monthly cost reporting in coordination with the commercial team.
- Support the review and assessment of Extension of Time submissions, delay events, time-impact analyses, and other schedule-related claims, maintaining complete contemporaneous records.
- Coordinate project controls interfaces across roadworks, bridges, underpasses, traffic management, utilities, design packages, enabling works, and major external interfaces.
- Track stakeholder actions, authority approvals, NOCs, utility interfaces, design changes, procurement activities, and long-lead items that may affect project delivery.
- Support construction-stage monitoring, including progress validation, site performance reviews, milestone tracking, traffic diversion stages, and corrective action follow-up.
- Maintain accurate project controls information through Primavera P6, Power BI, Aconex, PMIS, and other approved systems, supporting a consistent single source of truth.
- Lead project controls coordination meetings and workshops, issue clear actions and decisions, and escalate significant schedule, cost, risk, and change matters.
- Promote collaborative working, transparency, proactive issue resolution, and continual improvement across the integrated project team.
What Required Skills You'll Bring
- Bachelor's degree in civil engineering or a related discipline.
- Minimum 15 years of relevant project controls experience, including management responsibility on major road, highway, bridge, tunnel, or complex infrastructure programmes.
- Strong experience across design, procurement, construction, testing, commissioning, close-out, and handover stages.
- Demonstrated capability in integrated master scheduling, progress measurement, forecasting, cost control, risk management, change control, and claims support.
- Advanced working knowledge of Primavera P6 and strong capability in Power BI and Microsoft Office. Experience with Aconex and PMIS platforms is preferred.
- Experience reviewing contractor and consultant schedules, recovery plans, EOT submissions, and time-impact analyses.
- Strong understanding of interfaces involving traffic management, utility diversions, authority approvals, stakeholder coordination, and live operational environments.
