This role carries full accountability for planning, resource allocation, milestone tracking, risk management, and financial oversight. The Project Manager will also drive cross-functional collaboration across engineering, R&D, manufacturing, commercial, and procurement teams while supporting China office operations, facilitating technical communication with Chinese-speaking stakeholders, and ensuring the successful delivery of advanced technology-driven initiatives.

Key Responsibilities:
- Project Planning & Execution: Develop and design detailed project plans, defining scope, resources, estimated costs, and timelines. Ensure project delivery on time, within scope, and budget.
- Monitoring, Reporting & Assessment: Establish assessment processes and metrics. Track project progress using dashboards, KPIs, and status reports. Prepare progress updates tailored to both technical and non-technical stakeholders.
- Financial & Resource Management: Manage project budgets, track expenses, and conduct financial analyses to meet budgetary objectives. Implement cost-reduction strategies.
- Risk & Issue Management: Identify and escalate project risks and issues. Lead cross-functional communication to establish mitigation strategies.
- Cross-Functional & Technical Leadership: Direct cross-disciplinary teams to ensure alignment of priorities, resources, and timelines. Serve as a liaison for technical communication with stakeholders.
- Stakeholder & Customer Management: Maintain communication and visibility of project progress with stakeholders. Build strong relationships with customers, suppliers, and service providers.
- Continuous Improvement: Evaluate project results and provide recommendations for improvements in project management processes.
Qualifications & Experience:
- Master’s or Bachelor’s Degree in Engineering, Project Management, or equivalent experience.
- Professional certification preferred (e.g., PMI, PMP, APM).
- 10+ years of experience in Project Management, including at least 5 years in defense, aerospace, or advanced technology sectors.
- Strong background in stakeholder management and conflict resolution.
- Proficiency in MS Project, SAP, and cost control systems.
- Experience with complex, export-controlled international projects and global supply chains.
- Proficiency in English and Chinese (Mandarin) is a must.
