Proposal Specialist

About the Role
We are seeking a detail-oriented and collaborative Proposal Specialist to join our dynamic team in Dubai, United Arab Emirates. In this role, you will drive the pursuit of new business opportunities, managing the complete proposal lifecycle from initial client inquiry through final submission. You will work cross-functionally with business development, operations, and technical teams to create compelling, compliant proposals that showcase our organization's capabilities and expertise.

Key Responsibilities

• Lead and support proposal responses to client RFIs, RFQs, and RFPs, applying standardized pursuit processes to ensure schedule efficiency and bid compliance.
• Coordinate proposal content, information architecture, templates, compliance requirements, and production timelines while providing conceptual leadership for document design.
• Serve as lead writer and editor for key proposal sections, including executive summaries, qualifications, resumes, and past performance narratives.
• Facilitate and manage proposal review sessions (including color reviews), implement feedback from review teams, and apply lessons learned to continuously improve proposal quality.
• Conduct market research and competitive intelligence analysis to inform proposal strategy and support business strategic planning initiatives.
• Participate in go/no-go and greenlight analyses in accordance with company delegation of authority guidelines and capture planning activities.
• Liaise with business line teams, operations, technical professionals, and business development staff to develop and maintain marketing materials, case studies, project sheets, and capabilities summaries.
• Manage proposal and presentation revisions, ensuring alignment with brand guidelines and corporate identity standards.
• Complete internal debriefs for proposals you lead and review client feedback to identify opportunities for continuous improvement.
• Provide mentorship and guidance to junior proposal team members, fostering a collaborative and supportive environment.
• Perform thorough quality checks on all work prior to submission for review and approval, demonstrating commitment to excellence and attention to detail.

Qualifications

• Bachelor’s Degree in Engineering or Architecture.
• Minimum four (4) years of proposal support or bid management experience, preferably within a professional services firm.
• Demonstrated expertise in proposal and presentation writing, editing, and production.
• Strong knowledge of marketing best practices, RFQ/RFP response processes, and proposal management workflows.
