Key Responsibilities
Overall
- The Rolling Stock (RSK) Project encompasses the assessment, repair, reinstatement, replacement, enhancement, modification, upgrade, and lifecycle management of Metro Rolling Stock assets and associated depot systems. The scope also includes recovery works arising from adverse weather events, fleet enhancement initiatives, asset renewal programmes, performance improvement projects, depot equipment upgrades, and other mechanical and rolling stock related projects as required.
- Manage and coordinate all project deliveries (including the reinstatement) including resource planning, contractor management, stakeholders, scope of work, budget, risk and opportunity, procurement, execution, verification & validation, and hand-over to business owner.
- Accountable “in delivery and on time” for technical assessments, recovery strategy definition, supervision of dismantling and repair activities, coordination of technical departments, and ensuring compliance with KMHI rules.
Financial
- Prepare project scopes, technical specifications, cost estimates, project plans, and risk assessments for rolling stock and depot-related projects.
- Monitor project costs, forecasts, and expenditures within the assigned scope, and report deviations to the Project Manager.
- Review contractor quotations, variation requests, invoices, and deliverables for technical compliance and alignment with approved project budget.
- Maintain accurate and auditable project records, including correspondence, approvals, technical evaluations, quotations, and project decisions.
- Coordinate with Finance, Procurement, and project stakeholders to support timely invoicing, budget tracking, and financial reporting.
Stakeholder / Customer
- Coordinate with internal stakeholders, contractors, third party, suppliers, and representatives to support successful project delivery.
- Assist in gathering, documenting, tracking, and validating stakeholder requirements throughout the project lifecycle.
- Support project change management activities by maintaining records of changes, approvals, actions, and stakeholder communications.
- Ensure project documentation, technical submissions, as-built drawings, asset data, and maintenance records are accurate, complete, and properly archived.
- Coordinate the preparation and submission of project deliverables, ensuring compliance with project, operational, and client requirements.
- Support the preparation and review of CIMP, ACCA, PTW, and other project documentation as required.
- Participate in stakeholder meetings, technical workshops, inspections, testing, and acceptance activities.
- Support project handover activities by ensuring all technical documents, training records, asset information, and outstanding actions are properly transferred to the asset owner.
- Ensure customer and operational requirements are clearly understood and incorporated into engineering solutions and project deliverables.
- Act as the technical focal point for assigned Rolling Stock and depot-related project activities and interfaces.
Operational
- Coordinate and support the delivery of rolling stock, depot equipment, asset renewal, enhancement, modification, and reinstatement projects throughout the project lifecycle.
- Assist in defining project scope, technical requirements, schedules, risks, resource needs, procurement activities, testing, commissioning, and handover requirements.
- Prepare technical specifications, scope of work documents, procurement recommendations, and technical evaluation reports for review and approval.
- Apply KM project management processes, engineering procedures, and technical standards, ensuring compliance with project requirements.
- Monitor project progress on dedicated software, identify risks, issues, and dependencies, and propose mitigation measures to support successful project delivery.
- Coordinate and formalise with Programme Planning and Project Controls teams to maintain project schedules, trackers, milestones, and progress reports on dedicated software.
- Track project activities and prepare daily, weekly, and monthly progress reports for the Project Manager and stakeholders.
- Support the management of project records and workflows within Maximo or other approved project management systems.
- Coordinate contractors, suppliers, maintainers, and internal stakeholders to ensure timely execution of project activities and maintain appropriate traceability.
- Support testing, verification, validation, commissioning, and asset acceptance activities to ensure compliance with technical and operational requirements.
- Ensure all works are carried out in accordance with KM maintenance standards, OEM recommendations, applicable regulations, and safety procedures.
- Participate in inspections, site supervision, technical reviews, and project handover activities to ensure quality and compliance of project deliverables.

Minimum Qualifications
Required
- Degree or diploma in mechanical or electrical engineering discipline or equivalent.
- 5+ years railway experience with a minimum of 3 years in a supervisory role.
- Experience in contractor management.
- Experience of O&M Metro.
- Experience in Rolling Stock Management.
- Fluent in English.
- Ability to listen, communicate effectively, assess priorities, and make decisions.
- Goal-oriented, KPI-focused.
- Excellent project management & leadership skills.
- Excellent stakeholder management.
Desirable
- Project Management Certification.
- Public transportation experience is preferred.
- Strong experience in RSK spare parts management.
