Job Specific Accountabilities

Contracts Management

  • Review, analyze, and advise on all matters related to contracts, tenders, and new opportunities in support of managing agreements and enhancing related policies and procedures.
  • Review contracts change requests to ensure all requirements align with centralized organizational policies and Delegation of Authority (DOA).
  • Advise on new frame agreements while liaising with relevant divisions and departments within GS&A.
  • Attend internal and external meetings, preparing accurate records of discussions and actions, ensuring timely management of design aspects to meet project requirements.
  • Verify that the contract closure process aligns with organizational policies regarding the Provision Acceptance certificate, Final Acceptance certificate, and Completion Certificate, before releasing the Performance Bank Guarantee.
  • Communicate, coordinate, and collaborate with organizational focal points to ensure compliance with contractual terms and policies.
  • Monitor tender and contract activities across Group S&A Departments for consistency.
  • Oversee the GS&A contracts review and approval process within Group S&A.
  • Review and verify award recommendations, including technical and commercial evaluations for non-commercial agreements to ensure compliance with company policies and business requirements.
  • Ensure correctness of the Provision Acceptance certificate, Final Acceptance certificate, and Completion Certificate for the release of the Performance Bank Guarantee by the treasury and risk management function.
  • Conduct periodic reviews and amendments for agreements, extensions, and variations for GS&A management information.
  • Monitor the contracts framework agreements and the associated saving amounts.

  • Plan, supervise, and coordinate activities in the assigned area to meet functional objectives.
  • Train and develop assigned staff on relevant skills to ensure proficiency and achievement of business objectives.

Budgets

  • Provide input for preparation of the function/division/department/section budgets and assist in the implementation of approved budgets and work plans to achieve business objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Implement approved function, division, department, and section policies, processes, systems, standards, and procedures to support the execution of work programs in line with company and international standards.

Performance Management

  • Contribute to achievement of approved performance objectives for the function, division, department, and section in line with the company performance framework.

Innovation and Continuous Improvement

  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices to enhance efficiency and develop intelligent solutions to functional issues.

Health, Safety, Environment (HSE) and Sustainability

  • Comply with relevant HSE policies, procedures, controls, applicable legislation, and sustainability guidelines per international standards and best practices.

Reporting

  • Provide inputs for the preparation of Management Information System (MIS) and progress reports for company management.

Internal Communications & Working Relationships

  • Maintain regular work-related contact with concerned section heads, managers, VPs, peer professional staff, and team members on department policies, processes, HSE, risk management, and domain-specific issues.
  • Collaborate with other directorates/functions as necessary.

External Communications & Working Relationships

  • Establish contact with counterparts of the company as required.
  • Maintain regular communication with local and international suppliers and third-party service providers to build relationships or procure goods and services.

Minimum Qualification

  • Bachelor’s Degree in Business Administration.

Minimum Experience, Knowledge & Skills

  • 8 years of professional experience in contract/procurement within a large organization, preferably in the Oil & Gas Industry.
  • Strong knowledge of contracts and tendering practices and procedures.
  • Good understanding of regulations, legal terms, controls, and relevant legal guidelines.
  • Excellent contract negotiation and preparation skills.
  • Knowledge and experience in conflict avoidance and contract dispute resolution.
  • Global perspective of the Oil & Gas business environment and related technology.
  • Leadership skills and effective written and oral communication abilities.
