About the Role
In this key position, you will lead requirements elicitation with government stakeholders, transforming business needs into structured and unambiguous requirements. You will be responsible for mapping current processes and designing future service journeys, ensuring that dependencies, hand-offs, SLAs, and edge cases are clearly articulated. Your work will require the production of high-quality Business Requirements Documents (BRDs), business rules, functional specifications, and wireframes.

Responsibilities
- Lead workshops, interviews, and working sessions with stakeholders to gather requirements.
- Map as-is processes and design to-be service journeys using BPMN 2.0 and swimlanes.
- Produce high-quality BRDs, functional specifications, and wireframes.
- Write clean, decomposed user stories and Product Backlog Items with testable acceptance criteria, managing them through Azure DevOps.
- Ensure requirements traceability from business objectives to delivered functionality and sign-off.
- Resolve conflicting requirements between departments by facilitating decisions, documenting them, and maintaining program momentum.
- Capture non-functional requirements including security, data privacy, audit trail, performance, and role-based access.
- Collaborate on a daily basis with developers, QA, UX, and project managers; support UAT and obtain formal client sign-off.
- Utilize AI tooling to enhance analysis and documentation, applying sound judgment regarding validation and the handling of sensitive government data.
Requirements
- Experience: 6+ years of hands-on business analysis in software delivery projects—genuine requirements work, not ERP configuration, pre-sales, QA, or project coordination under a BA title.
- Government Delivery: Proven experience with government or public-sector digital services in the UAE or wider GCC, including exposure to government stakeholders and regulatory requirements.
- Documentation Skills: Demonstrated strength in producing BRDs, business rules, functional specifications, user stories, and acceptance criteria that enable development and QA teams to build and test effectively.
- Process Modelling: Proficient with BPMN 2.0, as-is/to-be mapping, and swimlanes using tools like Visio, Draw.io, or Camunda.
- Agile Delivery: Comfortable owning a backlog and working in sprints, with a solid grasp of Azure DevOps or Jira.
- Stakeholder Skills: Ability to facilitate workshops, handle conflict constructively, and communicate clearly with non-technical government stakeholders.
- Languages: Fluent in Arabic and English, both written and spoken, as these will be used daily.
- Location: Currently based in the UAE with valid residency and willing to work on-site in Ajman.
- Availability: Ability to join at short notice.
