You will be responsible for leading the requirements elicitation process with government stakeholders through workshops, interviews, and working sessions, transforming business needs into clear, structured, and unambiguous requirements. In this role, you will map current processes and design future service journeys using BPMN 2.0 and swimlane diagrams, highlighting dependencies, hand-offs, Service Level Agreements (SLAs), and edge cases. Your expertise will be critical in producing high-quality Business Requirements Documents (BRDs), business rules, functional specifications, and wireframes.

Your day-to-day responsibilities include writing detailed user stories and Product Backlog Items with testable acceptance criteria, and managing them through Azure DevOps. You will also own the requirements traceability from business objectives to delivered functionality, ensuring sign-off from all stakeholders. Additionally, you will facilitate resolution of conflicting requirements between departments, documenting decisions and maintaining program momentum.
You will capture non-functional requirements effectively, including aspects such as security, data privacy, audit trails, performance, and role-based access. Collaboration is key, as you will work closely with developers, QA, UX, and the project manager, providing support for User Acceptance Testing (UAT) and obtaining formal client sign-off. Furthermore, you will utilize AI tooling to enhance analysis and documentation, exercising sound judgment in the validation of sensitive government data.
Requirements
Essential
- Experience: 6+ years of hands-on business analysis on software delivery projects, specifically focused on requirements work rather than ERP configuration, pre-sales, QA, or project coordination.
- Government Delivery: Proven experience delivering digital services for government or public sector in the UAE or wider GCC, including real exposure to government stakeholders and regulatory requirements.
- Documentation: Strong capabilities in producing BRDs, business rules, functional specifications, and user stories with testable acceptance criteria for development and QA teams.
- Process Modelling: Proficiency in BPMN 2.0, as-is/to-be mapping, and swimlanes, using tools such as Visio, Draw.io, Camunda, or similar.
- Agile Delivery: Comfortable with owning backlogs and working in Agile sprints using Azure DevOps or Jira.
- Stakeholder Skills: Ability to facilitate workshops, manage conflicts constructively, and clearly communicate with non-technical government stakeholders.
- Languages: Fluent in both Arabic and English, written and spoken, as both languages are required for daily interactions.
- Location: Must currently reside in the UAE with valid residency and the ability to work on-site in Ajman.
- Availability: Must be able to join at short notice.
