Core Responsibilities
Integrated Planning and Project Controls Governance
- Develop integrated planning and project controls frameworks, standards, and implementation plans to provide consistent controls across assigned programs and projects.
- Manage the application of planning, cost, change, reporting, and document control requirements to align project teams, delivery stakeholders, and control disciplines around approved baselines, reporting expectations, and governance requirements.
Baseline, Schedule and Dependency Management
- Manage the development, review, and maintenance of project baselines, integrated schedules, milestones, dependencies, and critical paths to support realistic delivery planning and informed decision-making.
- Review schedule logic, sequencing, float, resource assumptions, interface dependencies, and progress updates to identify risks, inconsistencies, and potential delays affecting program objectives.
- Evaluate schedule updates, delay impacts, and baseline changes against approved planning standards and governance requirements to protect schedule integrity and delivery predictability.
Cost, Change and Performance Control
- Manage cost control, change control, and performance tracking activities to maintain visibility of approved budgets, forecast movements, change impacts, and delivery trends.
- Review cost, schedule, risk, and change information to identify variances, root causes, and required interventions that protect budget compliance and program outcomes.
- Consolidate cost planning, scheduling, change control, and reporting information to maintain a common control baseline and one version of truth across assigned programs.
Reporting, Dashboards and Project Insights
- Develop project controls reports, dashboards, performance reviews, and management insights to provide accurate, timely, and evidence-based visibility over delivery performance.
- Monitor reporting outputs, progress data, milestone achievement, variance analyses, and forecast information to identify emerging constraints and support timely decision-making.
- Present consolidated project controls insights to leadership and relevant stakeholders to enable proactive intervention, improved accountability, and informed governance decisions.
Document Control and Information Assurance
- Manage document control standards, version control, information traceability, and records management practices to maintain audit-ready project information across assigned programs.
- Review document control processes, registers, workflows, reporting outputs, and information quality gaps to ensure information is accurate, accessible, and aligned with governance and assurance requirements.
Risk, Issue and Interface Oversight
- Monitor project controls risks, issues, dependencies, and interface constraints across assigned programs to maintain visibility of delivery threats and required mitigation actions.
- Follow up on escalation items, mitigation actions, and assurance findings to reduce delivery disruption, protect approved baselines, and maintain governance integrity.
- Evaluate lessons learned, performance trends, and controls effectiveness to strengthen future planning, reporting, change control, and delivery assurance outcomes.
Transport Program Controls Integration
- Manage the implementation of planning and project controls requirements across major transport programs, including Primary Urban Axis (PUA), Vertical Links, Grand Central Station, and related transport assets, to promote consistent controls across delivery teams.
- Consolidate project controls information from embedded project teams to provide the Development Management Office (DMO) with a consistent view of schedule, cost, change, risk, document control, and reporting performance across the transport portfolio.
- Ensure planning and project controls practices are aligned with Central Development Unit (CDU), Strategic Delivery Unit (SDU), and Transport Business Unit requirements to reduce inconsistent ways of working across transport projects.
Qualifications
- Preferred: Master’s degree in Project Management, Planning, Construction Management, Civil Engineering, Quantity Surveying, Infrastructure Management, Business Administration, or a related field.
- Required: Bachelor’s degree in Project Management, Planning, Construction Management, Civil Engineering, Quantity Surveying, Infrastructure Management, Business Administration, or a related field.
Professional Certifications
- Professional certifications or memberships with recognized project management, project controls, planning, scheduling, construction, engineering, or quantity surveying institutes (e.g., PMP, APM, RICS, AACE, CIOB, PMI-SP, PSP) are preferred.
