We are seeking a highly skilled and experienced IT Governance Specialist to join a prestigious government sector client in Sharjah. You will play a pivotal role in developing, implementing, and maturing a comprehensive IT governance framework, ensuring operational excellence, risk mitigation, and alignment with both national and international digital standards. This is a critical, hands-on role for a strategic thinker passionate about building robust governance structures in a dynamic environment.

Contract Duration: 2-Year Contract
Location: Sharjah, Sharjah Emirate, United Arab Emirates
Work Conditions: On-site, Working hours from 8:00 AM to 5:00 PM
Notice Period: 30 days

Key Responsibilities:

  1. Governance & Compliance:

    • Develop, implement, and update IT policies, procedures, and standards aligned with national frameworks and international standards (COBIT, ISO 38500, ITIL).
    • Monitor and enforce compliance with IT policies across all departments.
    • Prepare and present periodic compliance reports for senior leadership.
  2. Risk Management:

    • Identify, assess, and document IT risks in coordination with Cybersecurity, PMO, and operational teams.
    • Develop and execute risk mitigation and treatment plans.
    • Continuously monitor the risk landscape and recommend necessary actions.
  3. IT Strategy & Portfolio Alignment:

    • Support the development and review of IT and Digital Transformation Strategies.
    • Evaluate IT projects to ensure alignment with organizational goals and national digital government priorities.
    • Contribute to the creation and maintenance of policies for project management, change management, and business continuity.
  4. Quality & Performance:

    • Define and develop Key Performance Indicators (KPIs) to measure the effectiveness of the IT governance framework.
    • Monitor and report on IT service performance against Service Level Agreements (SLAs).
  5. Documentation & Audits:

    • Develop and maintain comprehensive governance documentation.
    • Coordinate with internal and external auditors.
    • Address audit findings and implement process improvements.
  6. Digital Government Standards:

    • Ensure all IT governance activities align with national digital government requirements.
    • Support teams in achieving compliance with Digital Government Maturity models and other mandated digital initiatives.

Required Skills & Qualifications:

  • Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field.
  • Minimum of 5 years of proven experience in IT governance, compliance, or IT risk management.
  • Strong knowledge of governance frameworks (COBIT, ITIL, ISO 38500) and international standards (ISO 27001, ISO 20000).
  • Proven experience in drafting, implementing, and managing IT policies and governance documentation.
  • Excellent analytical, problem-solving, and strategic thinking abilities.
  • Superior communication and report-writing skills.

Preferred Certifications (Advantage):

  • COBIT Foundation or higher
  • ITIL 4 Foundation
  • ISO 27001 Lead Implementer/Auditor
  • CGEIT or equivalent
