Senior Manager - Assets Security Design & Delivery

About the Role
This position involves the hands-on design, configuration, integration, testing, and troubleshooting of infrastructure security across various assets, districts, and city-wide programs. The role is pivotal in ensuring that all operations align with the operational requirements, infrastructure strategies, security standards, and long-term city objectives. Acting as a technical lead within the Asset Infrastructure Design & Delivery function, the individual will implement and validate security controls, address integration issues, and coordinate cybersecurity, network security, and operational technology (OT) security needs. This role emphasizes practical delivery, focusing on the implementation and continuous improvement of infrastructure security frameworks, security blueprints, technical standards, and operational security readiness in diverse environments such as network, compute, OT, physical security, infrastructure systems, and smart city frameworks. The aim is to build scalable, resilient, and secure infrastructure ecosystems.

Key Responsibilities / Accountabilities
Security Design & Standards

• Translate business needs, operational requirements, infrastructure strategies, and long-term city objectives into secure-by-design solutions for the assets and programs.
• Develop and maintain security architecture principles, frameworks, blueprints, and technical standards, ensuring integration of lessons learned from delivery.

Implementation & Integration

• Deploy, implement, configure, and enhance security controls across various environments, including network, computing, OT, and smart city infrastructure.
• Integrate cybersecurity, network security, OT security, physical security, and operational security requirements into a unified technical solution.
• Troubleshoot integration failures, resolve technical conflicts, and remediate vulnerabilities to strengthen infrastructure resilience.

Technical Assurance, Testing & Handover

• Conduct design reviews, risk assessments, and compliance checks in accordance with approved architecture, security standards, and regulatory expectations; define mitigation measures and escalate critical risks when necessary.
• Perform and lead security testing and commissioning to verify that implemented systems and controls align with approved designs and operational requirements.
• Assess operational readiness for project acceptance and handover, which includes ensuring incident preparedness, business continuity, and protection of critical infrastructure.

Requirements
Minimum Qualifications

• Bachelor’s degree in Computer Science, Information Technology, Electrical Engineering, or a related field.

Professional Certifications

• CISSP, CISM, PMP, or equivalent certifications are preferred.

Skills

• Demonstrated proficiency in both oral and written English and Arabic.
• Hands-on experience with infrastructure security design, configuration, hardening, testing, and troubleshooting.
• Experience in managing security architecture across large-scale infrastructure and smart city environments.
• Proficiency in integrating physical security systems, OT security, and cybersecurity management.
• Capability in developing infrastructure security frameworks, technical standards, and security blueprints.
• Expertise in security risk assessment, vulnerability management, and planning for infrastructure protection.
• Knowledge of operational security readiness oversight and technical security governance.
• Cross-functional security integration across network, compute, OT, infrastructure systems, and operational environments.
• Management of security compliance and technical assurance activities.
• Ability to engage strategically with stakeholders and provide multidisciplinary technical leadership.
• Understanding of infrastructure resilience and critical infrastructure protection, ensuring alignment with operational security.
• Strong leadership, analytical, communication, problem-solving, and decision-making skills.
