Senior Pricing Analyst-Material Cost Estimator

About the Role
The company Airborne and Intelligence Systems business is a global leader committed to delivering world-class defense and intelligence products that ensure the security of our nation and allies. We are seeking a professional to ensure proposal bills of material (BOM) are accurately costed according to customer RFP requirements and in compliance with FAR, CAS, and government procurement regulations. The successful candidate will perform BOM costing and analysis, enabling timely proposals within strict deadlines.

Job Responsibilities

• Cost Estimating: Conduct material cost estimating, analyze price reasonableness, and prepare internal documentation. Utilize Deltek Costpoint, IBM Cognos, Microsoft Excel, and Deltek ProPricer in this process.
• Supply Chain Collaboration: Work with purchasing and engineering functions to enhance material cost estimating, formulate supplier quoting strategies, and ensure comprehensive cost estimates.
• Proposal Development: Generate material basis of estimate for proposal submissions, providing accurate and well-supported packages.
• Contract Negotiation and Award Reporting: Support contract negotiations with updated cost estimates and necessary cost or pricing data disclosure. Post award, supply program execution teams with artifacts detailing awarded material bases of estimate by part number.
• Cost Traceability: Develop, organize, and maintain cost traceability linking supplier quotes, historical data, and pricing rationale to proposal submissions for audit readiness and internal transparency.
• Target Cost Measurement: Measure target costs against proposal costs and collaborate with Supply Chain Management on methods to achieve targets.
• Cross-Functional Support: Support and present material estimates to executive-level management while maintaining professional relationships with internal customers.
• Assistance and Communication: Help department staff with various analyses, provide routine status updates, track actions and issues, and pursue innovative purchasing effectiveness improvements.
• Proposal Support: Review requests for proposals to aid the proposal team in response development and analyze estimates against previous costs to recommend adjustments.
• Guidance and Coordination: Offer guidance to the team and senior management on executing business cost proposals, including compliance with RFP, FAR, CAS, and disclosure issues. Establish schedules, monitor problems, and develop cost/price models.
• Pricing Strategy: Assist with pricing cost narratives, price strategy, risk assessment, and management briefing preparation.

Secondary Accountabilities

• Ensure timely and accurate costing of bills of material to support proposals.
• Collaborate with supply chain to obtain vendor quotes required for BOM costing.
• Identify appropriate contract flow-downs for Purchasing/Suppliers.
• Engage with Program Management on BOM-related proposal cost issues.
• Monitor and compare target costs against proposal costs.
• Analyze BOM costs against prior actuals.
• Support pricing during customer negotiations, providing vendor quotes and relevant documentation for proposal audits.

Qualifications

• Bachelor’s degree in supply chain management, finance, business, engineering, or equivalent experience.
• Minimum of 8 years of demonstrated experience in high technology, aerospace, or defense industries.
• Experience in costing, pricing, and estimating for DOD and commercial programs.
• Knowledge of various government procurement vehicles such as IDIQ, T&M, CPAF, FFP, and blanket agreements.
• Demonstrated knowledge of supply chain management tools and procedures.
• Proficient in using Cost Point and ProPricer estimating software.
• High-level proficiency with Microsoft Office Products (Excel, Word).
• Knowledge of FAR, CAS, and government procurement rules and regulations.
• Strong supplier and customer interface skills.
• Proven problem-solving capabilities.
• Successful track record in estimating materials for complex aerospace/defense proposals.
• Excellent oral and written communication skills.

Salary and Benefits
The salary range for this position is $79,919.00 to $114,293.00 per year. This reflects the employer's good faith estimate of pay at the time of posting. Several factors affect pay scale, including federal contract labor categories, collective bargaining agreements, geographic location, business considerations, position responsibilities, internal equity, and candidate qualifications. In addition to base pay, employees may be eligible for annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees).
