In this role, you will manage strategic procurement activities supporting city operations, facilities management, asset operations, and other complex operational environments. You will be responsible for delivering end-to-end procurement activities, including procurement strategy, sourcing, tender management, commercial negotiations, contract award, mobilization, and supplier performance management.

What You'll Be Doing:

Procurement Strategy and Category Management
- Develop and implement procurement strategies for operational services, facilities management, and asset operations.
- Manage procurement categories that may include:
- Hard and soft facilities management
- Building and asset maintenance
- Engineering services
- Security and concierge services
- Cleaning and hygiene services
- Waste management and recycling
- Landscaping and grounds maintenance
- Operational support and recurring service contracts
- Develop procurement plans, category strategies, and sourcing programs aligned with business and operational requirements.
- Recommend suitable route-to-market approaches, contract packaging, and commercial models.
- Identify opportunities to improve value for money, service quality, resilience, innovation, and operational efficiency.
- Undertake market analysis, supplier research, and benchmarking to inform procurement decisions.

Sourcing and Tender Management
- Lead end-to-end procurement activities from requirements definition and strategy development through to contract award and implementation.
- Prepare sourcing documentation, requests for proposals, invitations to tender, evaluation criteria, and commercial schedules.
- Manage supplier engagement, tender clarification, bid evaluation, negotiations, and recommendation reports.
- Coordinate cross-functional evaluation teams and ensure consistent, transparent, and compliant procurement processes.
- Develop commercial models suitable for recurring operational services, including fixed-price, performance-based, reimbursable, and hybrid arrangements.
- Support the preparation and execution of contracts in collaboration with legal, finance, technical, and operational teams.
- Lead procurement activities with appropriate levels of independence and escalate material risks or decisions when required.

Contract and Supplier Management
- Manage strategic supplier relationships and support effective contract performance throughout the contract lifecycle.
- Establish and maintain supplier governance arrangements, including performance reviews and operational meetings.
- Monitor supplier performance against agreed KPIs, SLAs, service standards, and reporting requirements.
- Support the development and implementation of supplier improvement plans and corrective actions.
- Manage contract variations, extensions, renewals, claims, disputes, and commercial issues.
- Support contract mobilization, transition, and implementation to ensure continuity of business-as-usual services.
- Maintain accurate records of contract obligations, pricing, performance, risks, and key commercial decisions.
- Identify opportunities for continuous improvement, cost optimization, and service innovation.

Stakeholder Engagement
- Work closely with operational stakeholders to understand requirements and develop practical procurement solutions.
- Support business-as-usual service delivery by ensuring procurement activities are timely, commercially sound, and aligned with operational priorities.
- Build effective working relationships with facilities, asset management, operations, finance, legal, risk, technical, and project teams.
- Provide procurement and commercial advice to stakeholders throughout the sourcing and contract management lifecycle.
- Facilitate stakeholder workshops, requirements reviews, evaluation meetings, and supplier discussions.
- Proactively identify and resolve issues that may affect procurement timelines, service delivery, or commercial outcomes.
- Engage with senior stakeholders and provide clear updates on procurement progress, risks, recommendations, and decisions.

Procurement Governance and Risk Management
- Ensure procurement activities comply with approved policies, procedures, delegations, and governance requirements.
- Prepare procurement approval papers, business cases, award recommendations, and governance submissions.
- Maintain oversight of procurement risks, dependencies, supplier exposures, and commercial assumptions.
- Support procurement audits, assurance reviews, and compliance activities.
- Maintain procurement pipelines, contract registers, sourcing reports, and savings or value-tracking information.
- Promote consistency, transparency, competition, and integrity across procurement activities.
- Contribute to the continuous improvement of procurement processes, templates, tools, and governance frameworks.

Team Leadership and Delivery
- Provide guidance and support to procurement team members and contribute to capability development.
- Coordinate procurement resources across multiple concurrent sourcing and contract management activities.
- Review and quality-assure procurement strategies, tender documentation, evaluation outputs, and commercial recommendations.
- Promote a collaborative, responsive, and service-focused procurement culture.
- Support the Procurement Director or Head of Procurement with reporting, planning, and strategic initiatives.
- Take responsibility for delivering assigned procurement projects within agreed timelines, budgets, and governance requirements.
What Required Skills You'll Bring:
- Bachelor's Degree in Business Administration or Economics (or related field)
- 12+ years of diversified experience in all phases of procurement activities on large global engineering and construction projects, including managerial experience.
- Significant procurement experience within city operations, facilities management, asset operations, or similarly complex operational environments.
- Strong experience sourcing and managing contracts across FM, hard and soft services, maintenance, security, cleaning, waste management, and operational support services.
- Experience managing supplier performance against KPIs, SLAs, and contractual service requirements.
- Strong category management, sourcing, and procurement governance experience.
- Demonstrated ability to work with operational stakeholders and support business-as-usual service delivery.
- Experience developing procurement strategies, route-to-market approaches, and commercial models for recurring operational services.
- Experience managing multiple end-to-end procurement projects simultaneously.
- Experience engaging with senior stakeholders and cross-functional project teams.
- Experience in large-scale developments, smart cities, airports, giga-projects, or complex operational environments is advantageous.
- Degree in procurement, supply chain, business, finance, law, engineering, or a related discipline.
- Professional procurement qualification, such as CIPS or equivalent, is preferred.
