What You'll Be Doing:
- Support the development, implementation, and maintenance of project-level Quality Management Systems in accordance with ISO 9001, the company’s requirements, and applicable client and contractual requirements.
- Develop, review, and update project quality plans, procedures, work instructions, inspection and test plans, forms, and related quality documentation.
- Monitor project activities to verify compliance with approved quality procedures, technical specifications, applicable standards, and contract requirements.
- Conduct and support internal, project, supplier, and subcontractor quality audits and surveillance activities.
- Prepare audit reports, document findings, track corrective actions, and verify the effective and timely closeout of identified issues.
- Maintain project quality records, including Non-Conformance Reports, Corrective Action Requests, audit findings, inspection records, quality observations, and performance metrics.
- Review and evaluate Non-Conformance Reports and support project teams in conducting root-cause analyses and developing appropriate corrective and preventive actions.
- Review contractors’ and subcontractors’ quality plans, procedures, inspection and test plans, method statements, material submittals, and other quality-related documentation.
- Monitor contractor and supplier quality performance and report areas of noncompliance or potential quality risk to project management.
- Coordinate quality-related activities with engineering, construction, procurement, safety, contracts, project controls, and other project functions.
- Participate in project meetings and provide technical guidance regarding quality requirements, procedures, risks, and compliance matters.
- Prepare regular quality reports, dashboards, trend analyses, presentations, and management review inputs.
- Support quality management reviews and assist in establishing quality objectives, performance indicators, and improvement initiatives.
- Identify quality trends and recurring issues and recommend practical actions to improve project performance.
- Support the preparation and delivery of quality awareness and procedure-specific training to project personnel.
- Provide guidance and technical support to project personnel regarding Quality Management System requirements and quality best practices.
- Verify that products, materials, services, and completed work comply with approved quality requirements.
- Coordinate with clients, contractors, consultants, suppliers, and internal departments on quality-related matters.
- Support client and third-party audits and assist with the preparation, coordination, and closeout of audit requirements.
- Support the continual improvement of the Quality Management System and project quality performance.
- Perform other quality-related duties and responsibilities as assigned.
What Required Skills You'll Bring:
- Bachelor’s degree in Engineering from a recognized university.
- Minimum of 17 years of related experience in quality engineering, quality assurance, quality control, or quality management within engineering, construction, infrastructure, or a similar project environment.
- Quality certification such as an IRCA-approved ISO 9001 Internal Auditor or Lead Auditor certification, ASQ Certified Quality Engineer (CQE), or an equivalent recognized quality certification.
- Proficiency in Arabic, both written and spoken.
- Extensive working knowledge of ISO 9001 Quality Management Systems, quality assurance principles, and quality control processes.
- Demonstrated experience implementing and maintaining project-level Quality Management Systems.
- Extensive experience conducting internal, project, supplier, and subcontractor audits and surveillance activities.
- Experience managing Non-Conformance Reports, Corrective Action Requests, audit findings, root-cause analyses, and corrective and preventive actions.
- Strong knowledge of applicable quality standards and specifications, including relevant ISO, ASME, ANSI, ASTM, and client requirements.
- Experience reviewing project quality plans, procedures, inspection and test plans, method statements, technical specifications, drawings, and inspection records.
- Ability to evaluate contractor and supplier quality documentation and monitor quality performance.
- Strong analytical, problem-solving, root-cause analysis, and risk-assessment skills.
- Ability to identify quality trends, assess risks, and recommend effective corrective and improvement actions.
- Excellent written and verbal communication skills, including the ability to prepare clear technical reports and formal project correspondence.
- Ability to communicate and coordinate effectively with clients, contractors, consultants, suppliers, and multidisciplinary project teams.
- Ability to conduct meetings, deliver presentations, and provide quality-related training.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and Visio.
- Strong planning and organizational skills, with the ability to manage multiple priorities and meet project deadlines.
- Strong attention to detail and a consistent commitment to quality and compliance.
- Ability to work independently and contribute effectively within a multidisciplinary project team.
- Ability to provide technical guidance and support to quality personnel and other project team members.
- Willingness and ability to travel to project sites as required.
