ABOUT THE ROLE
The United Nations the company IT Emergency Preparedness and Response Branch (TECF) is responsible for preparing, coordinating and managing the company's Information Technology response to emergencies. This includes the global and often local leadership of the Emergency Telecommunications Cluster (ETC), rapid deployment of FITTEST, and support for Digital Assistance operations. The Senior Telecommunications Specialist will support Emergency and Surge projects, reviewing current security telecommunications support services and implementing recommendations on the design, establishment, upgrading or maintenance of connectivity and security telecommunication services. This role requires deployment for long-term field missions, often in hardship duty stations.

ACCOUNTABILITIES/RESPONSIBILITIES
- Lead country-based UN security networks assessments focused on connectivity, applications, and security procedures, coordinating with inter-agency heads of agencies, partners, UN Country Teams, and UNDSS.
- Review UN security networks, present findings and recommendations to the Designated Officials, Security Management Team and UN Country Teams, and compile comprehensive mission reports.
- Lead working groups on the standardization of Security Telecommunications solutions.
- Identify solutions related to new technologies while addressing field situation realities and constraints.
- Coordinate local telecommunications-related working groups and activities, including the Emergency Telecommunications Cluster, TESS, and ICT Working Groups, and foster relationships with the Host Government regarding licensing and import permissions.
- Design, install, or supervise VSAT, microwave, point-to-point or point-to-multipoint networks.
- Build local capacity in telecommunications for the company or other humanitarian agencies.
- Provide technical advisory, specifications, and inspections for procurement and reception of goods and services.
- Design training needs and programs for local personnel in domain expertise.
- Design, budget, and plan communications systems/equipment/services in designated areas.
- Provide reports on humanitarian activities within the operation.
- Design, install or supervise installations or upgrades of VHF networks, including end user equipment.
- Contribute to prototyping new solutions based on VHF technology.
- Perform any other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT
- Project(s) implemented, handed over or closed in the field.
- Mission reports completed within 10 days of each field mission/activity.
- Proposals for continuous improvement or enhancement of TECF and TESS communication standards shared.
- Support the change management approach in the transition and/or implementation of security telecommunication projects in the field.
- Lead implementing teams when delivering services for telecommunications projects in complex operations.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education & Experience:
- University degree in Technology, Business Management or a relevant field, with a minimum of 6 years of experience in relevant fields, or relevant post-secondary education with extensive practical field experience.
Technical Knowledge & Skills:
- Ability to design, plan and execute projects, especially in emergency situations.
- Willingness to operate in challenging living conditions, respond to emergencies within 24 hours, and engage with partners.
- Independent working style with appropriate personal initiative and regular follow-ups.
- Highly developed written and oral communication skills to influence and adapt communication styles.
- Collaborative team member with strong relationship-building and business partnering skills.
- Highly developed cognitive capacity and behavioral flexibility.
Language:
- Fluency (level C) in English is required. Intermediate knowledge (level B) of a second official UN language (Arabic, Chinese, French, Russian, Spanish, or Portuguese) is desirable.
